To ensure the organisation complies with building safety legislation and delivers the highest standard of hard facilities management across the portfolio.
The role will ensure statutory, regulatory and best practice compliance with relevant standards. The postholder will be the appointed contact for the Principal Accountable Person, with responsibility for the application, award and upkeep of Building Assessment Certificates across a portfolio of high-rise residential buildings.
Essential
- Actively embrace and work within the Company Values.
- IWFM member level or higher.
- NEBOSH or similar/equivalent Health & safety qualification.
- Demonstrable knowledge and experience relating to the requirements and application for the Building Assessment Certificate and the general requirements of the Building Safety Act.
- Demonstrable experience in managing H&S within residential buildings especially fire safety matters relating to external walls, compartmentation, and fire doors.
- Experience in effective management of people and teamwork.
- Experience of managing outsourced services including hard FM and building safety and health and safety consultancy.
- Fire door inspection training (will generally be provided by external suppliers).
- Strong attention to detail.
- Able to show an understanding of and commitment to property services and managing Client and Customer relationships.
- Ability to work in a varied and demanding role with appropriate supervision.
- Ability to work to strict deadlines and be organised and efficient.
- Demonstrable experience and ability to use ICT packages i.e. Microsoft Word and Excel.

Desirable
- Knowledge and experience of using Fixflo and QUOODA or similar.
- MIRPM, MBIFM or equivalent qualified.
- Level 3 qualification in a building services discipline.
- Experience of developing building safety cases for high-rise residential buildings.
Key Tasks
Building Safety Act Responsibilities
- Act as the main point of contact for Building Safety Regulator and manage BAC applications for Higher Risk Buildings in portfolio.
- Identify, appoint and oversee consultants to draft and review individual building safety case reports and provide support and relevant documentation relating to fire and structural safety.
- Manage the registration of Higher Risk Buildings and provide Key Building Information and any other requested information to the Building Safety Regulator in accordance with the requirements of the Building Safety Act 2022.
- Prepare, implement and update Resident Engagement Strategies and Complaints Procedures with support from Building Safety Coordinator and ensure the golden thread of information is adequately maintained.
- Manage Mandatory Occurrence Reporting policy and process
- Liaise directly with other Responsible or Accountable Persons to ensure cooperation and collaboration between duty holders, and to clarify responsibilities where necessary.
- Ensure Gateway 2 requirements are met for remediation projects.

Ongoing Site Level Compliance
- With support from Building Safety Coordinator.
- Oversee completion of relevant risk assessments and statutory M&E PPM for each asset, ensuring all actions or remedial works are completed within required time frame, whilst providing site teams with advice and technical guidance where required.
- Audit, monitor performance and report on building performance data and compliance matters to Client, ensuring KPIs are met.
- Conduct periodic site inspections to ensure buildings remain compliant in terms of health and safety requirements and are consistent with reports from site staff.
- Oversee and monitor permit to work and authority to work process performance at individual sites.
- Deliver regular in-house training to relevant on-site staff to address skills gaps, lessons learnt and refresh knowledge on general building safety matters.
- Work with Client and Head of Compliance to support or manage the resolution of any complex fire safety issues (e.g. external wall, compartmentation, fire door issues). This includes liaison with appointed consultants, monitoring and mitigation of building safety risks considered to have high potential severity and submission of complex business cases.
- Attend FM and H&S related site meetings with any external parties/stakeholders/ enforcing authorities. For complex fire safety matters, oversee resident communications, risk assessment updates, additional site safety measures and update stakeholders where relevant.
- Periodically verify the audit findings of direct reports that concern building safety including but not limited to the performance of active and passive fire safety systems.
- Attend and monitor fire and life safety incidents at any site as part of the Incident Response Team.
Site Mobilisation
- Develop template requirements and procedure to ensure that the principal contractor provides all documentation that complies with Regulation 38, a full and comprehensive O&M suite, and correspondence and certification obtained from the Building Safety Regulator.
- Work closely with suppliers / partners to cost a comprehensive provision for M&E, life safety systems and building safety consultancy services.
- Source from the principal contractor, all information required for the registration of the high-rise residential building with the Building Safety Regulator prior to occupation.
- Develop and review site specific Fire Safety Management Plans and Fire Emergency Evacuation Plans.
General Responsibilities
- To line manage, mentor and develop the Building Safety Coordinator and undertake performance reviews, ensuring high staff morale and performance.
- Develop and update comprehensive FM and fire and life safety policies, operating procedures and processes in line with regulatory and legislative updates to ensure they remain relevant.
- Stay informed on health safety best practice guidance, updates and legislative changes and ensure the company adheres to a high standard of conformity and compliance with all relevant statutes, regulations and industry
- Ensure site-based staff receive adequate H&S training and remain competent to complete assigned work, continually improving standards of H&S across the business.
- Work with the tech department to ensure systems meet the assets maintenance monitoring compliance needs in line with legislative changes and remain effective when implementing on site.
- Identify technical or health and safety related consultants, risk assessors, surveyors and establish partnerships that add value to the business in long term.
- Implement, monitor and review policies and procedures relating to contractor H&S conduct on site and work with Procurement team to identify competency and due diligence requirements for external providers.
- Develop FM contract service specifications, SLA and KPIs that ensure that best value outsourced services are procured and maintained throughout contract duration.
- Identify and account for emerging financial risk that is result of legislative change or asset lifecycle.
- Act at all times in line with the Company Values, integrating these into all work practices.
- Participate in team, departmental and corporate project and planning processes as required.
- To observe the highest possible standards in relation to customer confidentiality and in compliance with Data Protection legislation.
- To act as an ambassador for Way of Life in your conduct during working hours and in all contact with customers and third parties connected with Way of Life’s business.
- Support the Marketing Team to implement engaging community building events for residents
- To undertake any other duties as are reasonably requested from time to time.
