About The Role
We’re looking for a detail-oriented and proactive Building Safety Officer to support Birmingham City Council in maintaining safe, compliant and well-managed residential housing across the city.
You’ll support the Building Safety Manager in delivering essential building safety and asset management services, carrying out site inspections, assurance checks and investigations to ensure properties meet relevant statutory and regulatory requirements. You’ll also monitor compliance information, identify potential risks and areas of non-compliance, and help ensure accurate records and certification are maintained.
Working collaboratively with internal teams, contractors and external partners, you’ll play a key role in improving building and resident safety, supporting audit requirements and maintaining high standards of compliance. You’ll also contribute to service development and continuous improvement, helping ensure building safety programmes are delivered effectively, within agreed budgets and in line with the Council’s priorities.
What You’ll Be Doing
- Carry out site inspections, assurance checks and investigations across residential housing stock, using app-based technology and other systems to record findings and monitor compliance.
- Monitor building safety certification, compliance data and operational information, ensuring records are accurate, up to date and maintained to the required standards.
- Identify, assess and report areas of non-compliance, potential risk and safety concerns, supporting appropriate action to maintain safe residential environments.
- Work with internal teams, external stakeholders and contractors to support the delivery of building safety requirements, including supervising contractors undertaking fire and building safety-critical work and checking that approved materials and designs are used.
- Support internal and external audits, contribute to recommendations and ensure relevant assurance activities and follow-up actions are completed effectively.
- Engage with residents and support resident participation, providing information about building safety requirements and contributing to improvements in service delivery and ongoing compliance.
- Contribute to the delivery of building safety programmes and operational plans, ensuring work meets statutory and regulatory requirements, agreed performance targets and financial limits.
What We’re Looking For
- A relevant Level 3 qualification, or equivalent, in one or more of the professional technical ‘Big Six’ building safety compliance areas, or a willingness to work towards this qualification.
- Experience of housing asset management and compliance within a local authority or similar organisation, with a good understanding of property safety and the relevant legislative framework.
- Experience of working with internal and external stakeholders, developing effective partnerships and securing cooperation to support the delivery of building safety requirements.
- Strong analytical and attention-to-detail skills, with the ability to assess compliance information, identify risks and maintain accurate records and data.
- Excellent written and verbal communication skills, including the ability to prepare clear reports, letters and briefings on complex, sensitive or contentious technical matters.
- Strong organisational, commercial and negotiation skills, with the ability to support compliance programmes, contractor performance and operational improvements while meeting deadlines and working within budget.
- A proactive and collaborative approach, with a commitment to continuous professional development, resident safety, equality and customer-focused service delivery, and the ability to contribute to a positive, high-performing safety culture.
