Building Surveying Manager – Housing & Asset Management

Location: Ipswich, Suffolk
Salary: £50,908 per annum
Contract: Permanent
Working Pattern: Hybrid – 2 days office / 3 days home

I am currently working on behalf of a Local Authority in Suffolk seeking an experienced Building Surveying Manager to join their Housing Asset Management team.

This is a senior, hands-on role managing a team of Building Surveyors while remaining technically involved. The position is approximately ⅔ management/service delivery and ⅓ technical surveying.

Key Responsibilities:

  • Manage, support and develop a team of Building Surveyors, including performance and capability management.
  • Undertake and oversee building surveys, inspections, defects and remedial works.
  • Manage housing disrepair claims, damp and mould, building defects and associated investigations.
  • Undertake/oversee HHSRS assessments and stock condition surveys, including knowledge of the 29 HHSRS hazards.
  • Provide technical advice on Building Regulations, Building Control applications and approvals.
  • Deal with Party Wall matters, notifications and statutory procedures.
  • Apply CDM 2015, including Client, Principal Designer and Principal Contractor duties, notifications and Construction Phase Plans.
  • Support planned, cyclical and responsive maintenance, adaptations/DFGs and wider housing asset management programmes.
  • Monitor service performance, manage workloads and appropriately escalate technical or operational issues.

We are looking for an experienced Building Surveyor, Senior/Principal Building Surveyor or Building Surveying Manager with strong residential/housing experience.

You should have demonstrable knowledge of:

  • Housing disrepair and building pathology
  • HHSRS and stock condition
  • Building Regulations and Building Control
  • CDM 2015
  • Party Wall matters
  • Planned/cyclical maintenance
  • Performance and people management
  • Diagnosing defects and identifying appropriate remedial solutions

The Council manages approximately 7,800 homes and 15 sheltered schemes, with an annual repairs and improvements budget of around £25m. Experience within a Local Authority, Housing Association or social housing environment would be highly desirable.

RICS membership/qualification is desirable but not essential where strong relevant technical experience can be demonstrated.
