Job Title: Building Surveyor - Home Ownership Asset & Reactive

Contract Type: Permanent

Salary: £45,028 per annum (£49,768 is achieved after 12 months successful performance in the role)

Working Hours: 35 hours per week

Working Pattern: Monday to Friday - Hybrid

Location: Speke, Liverpool

You will deliver high quality building condition and communal surveys across the Homeownership portfolio, producing robust lifecycle data and technical recommendations that directly inform planned works scoping, cost recoverability, and sinking fund strategies. Provide clear MI and risk insights to support programme decisions and standards. The role combines asset intelligence with operational support to ensure accurate data for investment planning and high-quality repair outcomes.

About You

We are looking for someone with:

  • HNC/HND (Level 4/5) in Construction/Building/Surveying or equivalent experience.
  • Strong building pathology diagnostics, including damp and mould.
  • Leasehold/homeownership literacy (apportionment principles, recoverability constraints, and consultation touchpoints).
  • Competent with mobile surveying and asset systems; strong data discipline (structured notes/photos, validation, and MI production).
  • Valid UK driving licence and regular access to a vehicle.

Role Profile

  • Plan and liaise with residents for survey appointments; deliver clear, empathetic communications and a professional in-home experience.
  • Undertake detailed building condition surveys across Homeownership estates, covering all building components—including structure, fabric, and communal areas.
  • Carry out ad hoc component inspections to verify and update building condition data where works are planned or programmed. For each component/system, record condition, performance, compliance observations, residual life, and criticality.
  • Identify M&E-related issues encountered during surveys for specialist assessment as needed.
  • Produce lifecycle component data with renewal windows, indicative unit rates/costings, and risk notes suitable for investment planning and sinking fund modelling, and highlight any variances versus prior assumption.
  • Identify and escalate HHSRS Category 1 and 2 hazards immediately in line with escalation routes and timescales; document interim controls and owner actions.
  • Use mobile/digital tools to collect accurate, complete survey data; upload validated datasets (including photos/notes/test records) to asset systems within 5 working days of survey completion, and within 24 hours for hazard escalations.
  • Support damp and mould diagnostics in line with policy and produce clear technical recommendations, reporting back to Leasehold Asset Services Manager.
  • Carry out complex or borderline DTD repair inspections (Pre & Post), providing impartial technical assessments and recommended remedies, and feedback findings to the Leasehold Asset Services Manager.
  • Support complex insurance-related inspections where building defects are alleged.
  • Undertake void inspections against lettable standards and inspect resident alteration requests for compliance with leases and statutory requirements.
  • Use mobile/digital tools to collect accurate, complete survey data and upload to asset systems within agreed SLAs.
  • Maintain accurate records, respond to data queries, and ensure audit-ready documentation on shared systems.
  • Record M&E asset information observed during surveys to support lifecycle planning and planned works scoping.
  • Capture lifecycle information and contribute to sinking fund modelling and investment planning.
  • Provide technical scope, rationale, and schedule inputs to support central Section 20 consultations and cost recovery; ensure audit ready trail of assumptions and unit apportionment logic to assist the preparation of Section 20 notices.
  • Work collaboratively with Building Safety/Compliance and Planned Works Delivery teams to ensure regulatory alignment and quality outcomes.
  • Provide timely MI on survey coverage, data quality, and key risks/defects; share insights to inform planned works scopes and standards.
  • Collaborate with M&E colleagues in Regional teams for technical assurance and for delivery of M&E Planned works.
  • Work collaboratively with Building Safety/Compliance and Planned Works Delivery to ensure regulatory alignment and quality outcomes.
  • Work collaboratively with the M&E colleagues in regions for technical assurance and with Planned Works Delivery to translate survey findings into deliverable work packages; participate in pre-start reviews as required.
  • Champion digital surveying and emerging technologies (e.g., sensors/telemetry) and interpret statutory and mandatory inspection records (e.g., fire door checks, façade/cladding assessments, roof safety inspections) to triangulate the condition and risk profile of building components.
  • Follow lone-working and site safety protocols; use appropriate PPE; participate in risk assessments and safe systems of work.
  • Record and escalate life-safety concerns immediately (e.g., fire systems, lifts, gas/plant, electrical, water hygiene).
