To do this successfully in this job will require attendance at a Dstl location; Government Departments including wider MoD or Delivery and Mission Partner’s premises for 60% of your working time. Where business needs allow, and with the agreement of your line manager, there may be the option for a combination of workplace and home-based working. This is a non-contractual arrangement.

Job Summary

The Built Estate Manager is responsible for ensuring a safe, secure and compliant estate is provisioned to deliver Dstl’s vision, ensuring that the service providers carry out tasks in a safe, compliant and efficient manner.

Job Description

In this role you will:

  • Proactively engage with internal and external customers and stakeholders
  • Provide a focal point and support for the Senior Establishment Incident Manager (SEIM) including Out of Hours support, in Incident Management and support the implementation of emergency plans
  • Work with Estates customers to facilitate and shape current and future requirements, ensuring early engagement with Estates
  • Work closely with the IT Provider to ensure collaborative delivery of services for the site by the Ops Division
  • Inform and support Site Risk Assessment
  • Contribute to the maintenance of the Defence Critical National Infrastructure (DCNI)

Safety

Accountable For Ensuring Safe And Secure Work:

  • Must appreciate and be responsible for the health and safety of self and others; both understand and meet defined accountabilities as written in Dstl policy
  • Must demonstrate the expected HS (& EP) behaviours as defined by the Civil Service and Dstl and lead by example
  • Must ensure understanding and maintenance of appropriate training, experience and knowledge (i.e. competent / SQEP) for self and direct reports
  • Develop a working environment that is supportive of and champions the Dstl approach to security, health, wellbeing, safety and environmental (HSEP) management
  • Be aware of the downstream impact of their actions and the actions of their direct reports on those outside of their immediate control
  • Implement Dstl's policies and ensure compliance with the Management System

Person specification

Qualifications

  • Formal Health and Safety qualification e.g. NEBOSH or relevant experience

Technical Skills

  • Understanding the business benefits of diversity and equality and how to create an inclusive working environment
  • Understanding the complexities of Estates or Facility Management
  • Effective technical leadership and supervision of people and tasks
  • Excellent interpersonal and communication skills including delivery of advice, guidance and challenge

Experience

  • Minimum of seven years progressive responsibility with quantifiable results in management of estates or facilities
  • Experience of building staff engagement and creating an environment which nurtures excellence
  • Working across multiple locations
  • Management and delivery of work of self and others
  • Undertaking risk analysis and response
  • Managing hard and soft services

Important Information

Our work in defence, security and intelligence requires our employees to be UK Nationals who are able to gain a high level of security clearance to undertake the projects we are involved in to protect us from security threats.
