Business Tax – EEITTs Business Analyst

6 Month Contract

We are seeking an experienced Business Analyst to support the Excise, Environmental, Insurance and Transport Taxes (EEITTs) Convergence onto ETMP programme, initially through Pre-Discovery and Discovery.

The role will help understand existing services, define requirements, assess impacts and support recommendations on migrating tax regimes to HMRC’s Enterprise Tax Management Platform (ETMP). You will work across business, operational and technology teams in a multidisciplinary environment.

Key Responsibilities

  • Lead Business Analysis activities across multiple EEITTs tax regimes.
  • Elicit, document, validate and manage business and system requirements.
  • Map current-state processes, user journeys, dependencies and operational models.
  • Identify risks, constraints, assumptions, pain points and opportunities.
  • Undertake impact analysis and support assessments of suitability for migration to ETMP.
  • Facilitate workshops and engage effectively with Product Managers, Service Owners, Architects, SMEs, operational teams, IT Delivery Managers, technical teams and suppliers.
  • Translate business needs into structured requirements, user stories and acceptance criteria where appropriate.
  • Support option analysis, Discovery recommendations, governance and business case inputs.
  • Produce clear, traceable BA documentation suitable for delivery teams and senior stakeholders.

Key Deliverables

  • Current-state process maps and business flows.
  • Business requirements, user stories and acceptance criteria.
  • Stakeholder and user journey analysis.
  • ETMP suitability and regime assessments.
  • Dependency and impact assessments, including risks and assumptions.
  • Discovery findings and recommendations.

Essential Criteria

  • Significant Business Analysis experience in complex government, IT delivery or transformation programmes.
  • Experience of Pre-Discovery and Discovery activities.
  • Strong requirements gathering, process mapping and impact assessment skills.
  • Strong workshop facilitation and stakeholder management, including influencing senior stakeholders.
  • Experience identifying and managing risks, dependencies, constraints and assumptions.
  • Experience working across complex migration or modernisation programmes and leading BA activity.
  • Ability to work independently across multiple workstreams within multidisciplinary teams.
  • Strong analytical, problem-solving and written and verbal communication skills.

Desirable

  • Knowledge of HMRC tax services, ETMP or wider Civil Service delivery.
  • Experience of legacy migration/platform convergence and Agile delivery.
  • Knowledge of government project delivery and GDS Discovery practices.
