Job Description
Business Analyst
£435 per day inside IR35
Hybrid Working: Manchester, Leeds, Newcastle
6 Months Initially
About The Role
We are seeking an experienced Business Analyst to help shape and deliver accessible, user-centered digital services within the public sector. In this role, you will research and analyze complex business problems spanning people, processes, information, data, and technology.
Operating in accordance with the Government Digital Service (GDS) Service Standard, you will sit at the intersection of policy, business operations, and technical teams, translating user and organizational needs into clear requirements, defining success measures, and articulating options to support robust business cases.
Key Responsibilities
- Problem Analysis and Definition: Investigate business problems across people, process, data, and technology dimensions to identify root causes, options, impacts, and measurable outcomes.
- Requirements and User Stories: Elicit, articulate, and translate business and user needs into high-quality user stories with clear acceptance criteria.
- Process and Data Mapping: Model current-state ("as-is") and future-state ("to-be") operational processes and data flows to guide user-centered service design.
- GDS and Service Standard Alignment: Ensure continuous alignment with GDS principles across discovery, alpha, beta, and live service phases.
- Elaboration and Facilitation: Plan and facilitate collaborative workshops and interviews with stakeholders to build consensus, establish priorities, and align technical and business objectives.
- Delivery and Prioritization: Partner with Product Owners and Agile delivery teams using Jira and Confluence to maintain a prioritized backlog and drive continuous value delivery.
- Business Case Support: Support senior leaders by defining options, assessing risks and impacts, and contributing to formal public sector business cases.

Essential Skills And Experience
- GDS and Public Sector Experience: Proven track record of delivering business analysis within central government, local government, or broader public sector organizations following GDS standards.
- Agile Analysis: Strong hands-on experience applying business analysis techniques within Agile delivery frameworks (Scrum/Kanban).
- Facilitation and Elicitation: Experienced in running collaborative workshops, structured interviews, and discovery activities with diverse stakeholder groups.
- Process and Data Modeling: Proficient in mapping complex business processes, data flows, and system interactions.
- Requirement and User Story Specification: Skilled at writing unambiguous user stories, acceptance criteria, and non-functional requirements.
- Tooling Proficiency: Confident user of Jira and Confluence for backlog management, tracking, and documentation.
- Critical Thinking and Problem Solving: Ability to evaluate options objectively, challenge assumptions, and recommend high-impact solutions.
- Stakeholder Management: Exceptional communication skills with a proven ability to bridge the gap between business leaders, policy experts, and technical delivery teams.
