About The Organisation

The Health and Safety Executive is Britain's national regulator for workplace health and safety.

The Change Team is part of the Operational Services Division and includes transformation, programme and project management, and business design and change pillars.

Job Summary

The Business Analyst sits in the Business Design and Change Management pillar.

The role supports the design, build, and implementation of operating models and digital services aligned with HSE strategic priorities.

The role focuses on efficiency, effectiveness, regulatory outcomes, user experience, and continuous improvement.

The postholder may mentor or manage more junior business analysts.

Contract and Salary

The salary is £47,686-£54,453 plus a Civil Service Pension with a 28.97% employer contribution.

Key Responsibilities

  • Undertake business analytics including baselining, demand analysis, impact and feasibility analysis, scenario modelling, activity-based costing, and benefits tracking.
  • Collaborate with multidisciplinary professionals and operational teams to design efficient, effective, and user-centric services.
  • Gather and refine requirements for future operating models.
  • Document current-state services, functions, end-to-end processes, and user journeys.
  • Design future-state processes, workflows, user journeys, target operating models, and organisational designs.
  • Define pilots and test scenarios, report outcomes, and adjust proposed solutions.
  • Develop operational frameworks supporting process control, performance, and compliance.
  • Manage stakeholders and tailor communications across the organisation.

Essential Skills And Criteria

  • Experience capturing user needs and documenting functional and non-functional requirements and user stories within a digital transformation environment.
  • Ability to baseline current processes and design future-state processes, workflows, and user journeys to support new processes and technology.
