About The Job
The Business Analyst role sits in the Business Design and Change Management pillar of HSE's Operational Services Division.
The role supports the design, build, and implementation of operating models and digital services aligned with HSE strategic priorities.
The work focuses on efficiency, effectiveness, regulatory outcomes, user experience, and continuous improvement.
The role works alongside analysts, business design and change practitioners, business architects, and operational experts.
Contract and Salary
The role is fixed term for 18 months and may be offered through loan or secondment arrangements.
The advertised salary is £47,686 to £54,453, plus a Civil Service Pension with a 28.97% employer contribution.
Two positions are available.
Locations and Working Pattern
Listed locations include Basingstoke, Birmingham, Bootle, Bristol, Glasgow, Leeds, and Nottingham.
Flexible working, full-time, job-share, and part-time working patterns are listed.

Job Description
- Support digital and transformation projects by articulating business and user requirements.
- Design and implement new services, processes, organisational structures, and ways of working.
- Provide continuous improvement support to HSE operations.
- Undertake business analytics, including baselining, demand analysis, feasibility analysis, scenario modelling, activity-based costing, and benefits tracking.
- Collaborate with multidisciplinary teams to deliver efficient, effective, and user-centric services.
- Gather and refine requirements for future operating models.
- Document current-state services, processes, and user journeys.
- Design future-state processes, workflows, user journeys, target operating models, and organisational designs.
- Develop operational pilots and test scenarios, report outcomes, and adjust proposed solutions.
- Develop operational frameworks supporting process control, performance, and compliance.
- Manage stakeholders and tailor communications to their needs.
- Mentor or manage more junior Business Analysts.

Essential Skills And Criteria
- Track record of capturing user needs and documenting functional and non-functional requirements and user stories in a digital transformation environment.
- Ability to baseline current processes and design future-state processes, workflows, and user journeys for new processes and technology.
- The role requires collaboration with operational teams and multidisciplinary professionals across HSE.
