We are building a new Combined County Authority for Hampshire and the Solent, bringing together partners across Hampshire, the Isle of Wight, Portsmouth and Southampton to bring investment to the region and to create opportunities for our people, places, communities and businesses.
The Role
As a Business Analyst you will play a key role in translating strategic objectives into practical, deliverable change across programmes, projects, and organisational initiatives. Working closely with stakeholders, you will analyse business needs, define requirements, map current and future processes, and support informed decision-making around services, systems, operating models, and ways of working.
What you’ll be doing
In this role, you’ll play a crucial part in ensuring our teams have the tools, knowledge, and processes they need to deliver a high quality service. You will:
- Lead business analysis activities across programmes and projects, working with stakeholders to understand strategic objectives, define business needs and translate them into clear, actionable outcomes.
- Shape future services, operating models and organisational arrangements through discovery, analysis and option development, providing evidence-based recommendations to support decision-making.
- Define, analyse and manage business, user and system requirements, ensuring solutions align with organisational priorities, user needs, statutory obligations and delivery objectives.
- Analyse services, processes and ways of working to identify risks, inefficiencies and opportunities for improvement, supporting effective service design, organisational resilience and benefits realisation.
- Facilitate workshops, discovery sessions and design activities, bringing together colleagues, partners and stakeholders to build shared understanding, resolve ambiguity and develop practical solutions.
- Provide expert business analysis advice across programmes and projects, working with teams and partners to strengthen governance, readiness, change delivery and the adoption of consistent business analysis practices.
What you’ll bring
We’re looking for someone with:
Essential
- Significant experience in business analysis, service design, process improvement or organisational transformation within complex environments.
- Strong experience leading discovery, requirements gathering, analysis and option appraisal, with the ability to produce clear recommendations and supporting artefacts.
- Proven ability to engage, influence and collaborate with stakeholders at all levels to support effective decision-making and change delivery.
- Excellent communication, facilitation, analytical and problem-solving skills, with knowledge of user-centred and data-driven approaches to service design.

Desirable
- Experience delivering transformation within local government, the public sector or other complex multi-stakeholder environments.
- Experience supporting digital change, system implementations, data migration and business readiness activities.
- Knowledge of recognised business analysis, service design or process improvement methodologies and tools.

Selection process
Your application will progress through the following stages:

If shortlisted, you will be invited to an initial telephone interview. During this stage, you will be assessed against the Skills & Experience criteria and your overall suitability for the position. This is the final stage of the selection process and will determine the outcome of your application.
Feedback
Feedback will be provided following the final face-to-face interview stage. Please note that feedback is only available to candidates who attend the final stage interview stage. Successful candidates will then be considered for an offer.
