Business Analyst - Public Sector - Remote - Outside IR35 - Edinburgh Base - 12 Month engagement - £265 + VAT
An exciting opportunity has arisen to join an organisation delivering digital and data solutions within a technically focused environment. The GIS and Data team is responsible for managing and delivering an integrated spatial platform supporting operational and strategic services. The technology environment includes Esri ArcGIS Enterprise, ArcGIS Online and complementary open-source technologies.
The platform is currently undergoing significant redevelopment as part of a wider digital transformation programme, transitioning towards a modern digital infrastructure. This transformation will support increasing use of mobile technologies, remote sensing, data science and the development of new data products and services. The team also works closely with internal and external stakeholders to deliver targeted GIS solutions aligned to specific operational and strategic requirements.
Job Description
The Business Analyst will play a key role within the GIS and Data team, supporting the successful coordination and delivery of a range of GIS and digital projects. The role combines business analysis, project delivery and stakeholder engagement, alongside supporting Agile ways of working. There will also be an element of coaching and supporting colleagues in the effective use of Azure DevOps.
The successful candidate will be highly organised, proactive and comfortable managing their own workload while contributing to wider team and programme objectives.
You will be a confident communicator, capable of explaining requirements and technical concepts clearly to both technical and non-technical audiences.
The successful candidate will ideally have knowledge and experience of:
- Project delivery frameworks and best practice
- Azure DevOps
- Agile delivery environments
- Business analysis and requirements gathering
- Digital, data or technology projects

Purpose of the Role
The Business Analyst will support the effective delivery of GIS and digital projects across a wider transformation programme. You will help ensure business and customer requirements are effectively captured and translated into deliverable solutions that meet user needs, technical standards and wider organisational objectives.
Working collaboratively across technical teams, project colleagues and stakeholder groups, you will also help coordinate project activities and support consistent, professional delivery through an Agile framework.
Key Responsibilities
Project Management & Coordination
- Support the Project Delivery Lead with the oversight and coordination of GIS and data projects.
- Coordinate with internal teams, external partners and stakeholders to support successful project outcomes.
- Help maintain effective project planning, prioritisation and delivery.
- Support Agile project delivery and effective use of Azure DevOps.
Business Analysis & GIS Project Delivery
- Gather, understand and document business and customer requirements.
- Support the translation of business requirements into deliverable GIS and digital solutions.
- Work closely with technical and non-technical stakeholders to ensure requirements are clearly understood.
- Ensure solutions remain aligned with wider strategic objectives and customer requirements.
Programme Support
- Contribute to programme-level planning, reporting and communications.
- Support the alignment of individual projects with wider technical roadmaps and service delivery commitments.
- Contribute to continuous improvement across project and delivery processes.

Essential Criteria
- Experience using recognised project management methodologies, ideally supported by a relevant qualification such as Agile, PRINCE2 or APM PMQ.
- Proven experience contributing to the successful delivery of IT, digital or technology projects.
- Strong business analysis and requirements-gathering capability.
- Excellent organisational skills with the ability to prioritise competing tasks and manage time effectively.
- Confident communication skills, with the ability to translate complex requirements into clear and accessible language.
- Experience working collaboratively across technical teams, departments and stakeholder/customer groups.
- Ability to work independently and take ownership of assigned activities.
- Experience working within an Agile delivery environment.
Desirable Criteria
- Experience supporting the successful delivery of GIS, digital or data-related projects.
- Familiarity with the Esri suite of applications, including desktop and web-based solutions.
- Working knowledge of GIS technologies such as:
- ArcGIS
- QGIS
- Spatial databases
- Geoprocessing tools
- Experience using Azure DevOps within a project or Agile delivery environment.
