Your New Role

Hays are recruiting for an experienced Business Analyst to join the high-profile MAPPS (Multi-Agency Public Protection System) programme within the Home Office.

MAPPS is a major digital transformation initiative, modernising a legacy offender management application into a scalable, cloud-based platform that will support agencies across the UK and place public protection at the heart of service delivery.

Working within a multidisciplinary Agile delivery team, you will collaborate with Product Managers, User-Centred Design specialists, Architects and technical teams to ensure business and user needs are translated into high-quality requirements and deliverables.

Key Responsibilities

  • Facilitate workshops and support the initial assessment of business themes and requirements.
  • Analyse current and future business processes, creating and maintaining process maps.
  • Elicit, document and manage business requirements.
  • Write clear user stories with robust acceptance criteria.
  • Collaborate with stakeholders across multiple government departments and agencies.
  • Support Agile delivery teams throughout the development life cycle.
  • Identify risks, dependencies and issues, ensuring appropriate mitigation and escalation.
  • Maintain high-quality BA documentation and artefacts.
  • Support demonstrations, testing activities and ongoing product development.

Essential Skills & Experience

  • Proven experience working as a Business Analyst.
  • Previous experience delivering projects within government or public sector environments.
  • Strong Agile delivery experience.
  • Excellent stakeholder management and communication skills.
  • Strong analytical and problem-solving capabilities.
  • Experience producing process maps, requirements documentation and user stories.
  • Ability to work effectively within multidisciplinary Agile teams.
  • Eligible for or currently holding SC Clearance and able to obtain NPPV3 Clearance.

Desirable Experience

  • Knowledge of the UK Criminal Justice System.
  • Understanding of MAPPA (Multi-Agency Public Protection Arrangements).
  • Experience working with AWS cloud technologies.
  • Relevant public sector or cloud certifications.
  • Degree-level qualification in a related discipline.
