About The Role
We are seeking an experienced Senior Business Analyst to join the Information Systems (IS) Office at the Northern Ireland Assembly. In this pivotal role, you will lead business analysis activities across various ICT projects and change initiatives, supporting the organization’s digital transformation agenda. You will work closely with stakeholders to understand complex business needs, translate them into clear requirements, and develop strategic roadmaps, user stories, and system enhancements. Your expertise will help shape innovative digital services that improve efficiency and user experience within the Assembly. This position offers a unique opportunity to contribute to high-profile projects, influence strategic decision-making, and support the adoption of emerging technologies. The role requires a proactive individual with strong analytical skills, excellent stakeholder management capabilities, and a passion for delivering impactful ICT solutions within a public sector environment.

Qualifications
Option 1:
- A minimum of a 2:2 degree or postgraduate qualification in Computing, Information Management, or a related discipline (or equivalent/higher qualification)
- Up-to-date PRINCE2 or PMI Agile Practitioner certification (or willingness to obtain within 6 months)
- At least 3 years’ experience in managing or supporting complex IT projects using formal project management methodologies
- Experience in delivering or contributing to organization-wide change programs
- Proven ability to analyze issues and present strategic recommendations to senior stakeholders
Option 2:
- At least three GCE A-Levels (Grade C or above)
- Minimum of 5 years’ experience in managing or supporting complex IT projects using formal project management methodologies
- Experience in delivering or supporting organization-wide change initiatives
- Ability to analyze issues and communicate recommendations effectively to senior stakeholders
- Understanding of basic finance and HR processes to support core application replacements
- Current PRINCE2 or PMI Agile Practitioner certification (or willingness to obtain within 6 months)
Responsibilities
- Lead and coordinate business analysis activities across multiple ICT projects and change initiatives to ensure alignment with organizational goals
- Engage with stakeholders to gather, document, and validate business requirements, ensuring clarity and completeness
- Develop detailed user stories, acceptance criteria, and support Agile delivery processes to facilitate effective project execution
- Contribute to system design, testing, and implementation to deliver innovative ICT solutions that meet business needs
- Analyze current business processes, identify opportunities for improvement, and recommend strategic solutions
- Support project delivery by managing supplier relationships, tracking progress, and resolving issues promptly
- Foster stakeholder engagement through regular communication, workshops, and feedback sessions
- Promote the adoption of new technologies and facilitate user training to maximize system utilization and benefits
- Assist in developing and maintaining project documentation, reports, and dashboards for senior management
- Support organizational change management activities to ensure smooth transitions during digital transformation initiatives
