Your new company
You'll be joining a well-established public sector organisation delivering a major transformation programme that sits at the intersection of policy, digital services, and operational delivery. You will need to commit to working 2 days per week on-site in Wales. The organisation is investing heavily in modernising services and requires an experienced Business Analyst to help shape and deliver key outcomes across a high-profile programme.
Your new role
As a Business Analyst, you will play a critical role in bridging business needs, policy objectives, and technical delivery. Working within a multidisciplinary team, you will collaborate with stakeholders, service designers, developers, and user researchers to ensure requirements are clearly defined and aligned to programme objectives.
Key responsibilities will include:
- Gathering, analysing and documenting functional and non-functional requirements.
- Translating policy and legislative requirements into actionable business and technical solutions.
- Facilitating workshops and stakeholder engagement sessions.
- Producing as-is and to-be process maps and supporting service design activities.
- Developing user stories, acceptance criteria, and supporting documentation.
- Conducting impact assessments and supporting data analysis activities.
- Maintaining traceability between requirements, design decisions, and delivery outcomes.
- Identifying risks, dependencies, and constraints throughout the project life cycle.
- Supporting Agile delivery teams through analysis, clarification, and stakeholder management.

What you'll need to succeed
- Proven experience working as a Business Analyst on complex transformation programmes.
- Strong requirements gathering, business process mapping, and stakeholder management skills.
- Experience facilitating workshops and engaging with a diverse stakeholder community.
- Ability to translate policy, legislation, or regulatory requirements into clear business and technical requirements.
- Experience creating user stories, business requirements documents, and impact assessments.
- Strong analytical and communication skills.
- Experience working within Agile environments.
- Central Government or wider public sector experience.
- Experience working alongside service design and user research teams.
- Experience with CRM platforms, ideally Microsoft Dynamics 365.
- Data modelling and impact analysis experience.
