Job Description

We have an exciting opportunity for an experienced Business Case Lead / Manager with proven expertise in the HM Treasury ‘Green Book’ to join our growing Defence North team.

In this role, you will support clients in the delivery of industry-leading Business Case management services across a diverse portfolio of major programmes and projects within the Defence, Nuclear, Construction and Infrastructure sectors. Our projects span the North of the UK, including the Midlands, Cumbria, the North East and Scotland, with opportunities to support programmes across the wider UK.

The team is made up of over 70 people with our central office in Manchester; however, we have team members based all over the North of the UK such as Nottingham, Leeds, Barrow, and Glasgow.

Due to the complexity and scale of our projects, we are seeking Business Case authors and professionals with demonstrable experience of working within project and programme delivery environments and a strong background in the Green Book five-case model.

Experience within the Defence, Nuclear, Infrastructure or Construction sectors is highly desirable.

A key aspect of this role is the opportunity to work alongside our clients on site, fostering strong partnerships and delivering successful outcomes through face-to-face collaboration. As such, regular UK travel and overnight stays should be anticipated.

MAIN PURPOSE OF ROLE:

We are seeking an experienced Business Case Author / Lead with strong MOD and HM Treasury expertise to support the delivery of major projects and programmes across the Defence, Nuclear, Infrastructure and Construction sectors.

As part of our Defence North team, you will work closely with clients, major programmes and project delivery teams to generate successful business cases for HM Treasury approval at a business with a governmental level of scrutiny and approval. The role will see your talents manage the business and financial processes of the team, provide insightful analysis, and support informed decision-making throughout the lifecycle of the model through to submission, successful approval and beyond. You will be expected to lead activities, ensuring our best work is delivered for clients through delivering practical solutions that enhance certainty, performance and successful outcomes from all proposals.

KEY RESPONSIBILITIES:

Business Case Identification and Assessment

  • Facilitate teams and workshops with project and programme teams.
  • Ensure all business case information and its subsequent proposals is captured in a structured, consistent and auditable manner.

Business Case Management

  • Develop and maintain effective strategies, plans and processes whilst generating successful business cases.
  • Support the development and implementation of business case strategies on behalf of our clients and key stakeholders.
  • Monitor the effectiveness of risk treatments and provide recommendations for continuous improvement throughout the lifecycle of any business case prior to submission.
  • Maintain accurate and up-to-date portfolios using recognised methodologies and management software for business case generation.
  • Produce high-quality outputs, and management information tailored to stakeholders needs to ensure success upon submission.
  • Present your products and recommendations to clients and senior leadership, to enable informed decision-making.

Stakeholder Engagement

  • Build strong working relationships with our clients, programme and project managers, planners, cost managers and all key stakeholders.
  • Facilitate collaborative discussions to improve business case awareness and promote proactive developments of the team for our clients.
  • Support clients in embedding best-practice five-case model principles aligned to organisational and programme requirements.

Qualifications

We are looking for individuals who can fully demonstrate the following capabilities:

Essential

  • Experience working within project or programme environments in the Defence, Nuclear, Infrastructure or Construction sectors.
  • Strong understanding of the ‘Green Book’ approvals and the five-case model, preferably within the MOD and wider HM Treasury organisations where applicable.
  • Strong understanding of the interfaces between Business Case Generation, Planning, Cost Management and Change Management disciplines.
  • Excellent stakeholder engagement, communication, facilitation and reporting skills.
  • Ability to work both independently and collaboratively within multi-disciplinary project controls teams.

Desirable

  • Experience supporting major infrastructure, Defence, nuclear or capital delivery programmes.
  • Familiarity with project lifecycle methodologies such as RIBA, TEPIDOIL, GRIP/PACE, CADMID, or equivalent sector-specific frameworks.
  • Professional qualifications such as:
    • Infrastructure Business Cases Certification (APMG)
    • Better Business Cases Certification (APMG)
    • Managing Successful Programmes (MSP) qualification
    • APM Project Management Qualification (PMQ)
