Business Case Manager – Defence Programmes

The Opportunity

An exciting opportunity has arisen for an experienced Business Case Manager to join a global consultancy delivering major programmes within the UK defence sector.

Working across complex and high value programmes, you will support clients in developing and securing approval for strategically important investments through the HM Treasury Green Book framework. This role offers the opportunity to work on major defence, infrastructure and capital delivery programmes, partnering closely with senior stakeholders to develop compelling business cases that drive critical investment decisions.

The position is hybrid, with travel to client sites across the UK as required. Candidates must be eligible to obtain UK Security Clearance.

The Role

As a Business Case Manager, you will lead the development and delivery of high quality business cases, ensuring alignment with HM Treasury Green Book guidance and the Five Case Model.

You will work closely with programme teams, project controls professionals, technical specialists and senior client stakeholders to develop robust investment cases that support successful governance, assurance and approvals processes.

The role will involve facilitating workshops, providing strategic analysis, developing options appraisals and producing business case documentation for major programmes from concept through to approval.

Key Responsibilities

  • Lead the development of Strategic Outline Cases (SOC), Outline Business Cases (OBC) and Full Business Cases (FBC).
  • Apply HM Treasury Green Book principles and the Five Case Model to support investment decisions.
  • Facilitate workshops and stakeholder engagement sessions to gather and validate business case information.
  • Develop and maintain business case strategies, plans and supporting documentation.
  • Undertake options analysis, value for money assessments and strategic appraisals.
  • Ensure information is captured in a structured, auditable and consistent manner.
  • Produce high quality reports, presentations and business case submissions for senior decision makers.
  • Support governance, assurance and approvals activities throughout the business case lifecycle.
  • Work collaboratively with programme management, project controls, planning, commercial and technical teams.
  • Build strong relationships with clients and stakeholders, providing trusted advice and guidance.
  • Identify risks and opportunities, providing recommendations to support informed decision making.
  • Promote best practice application of the Five Case Model across programmes and organisations.

Essential Experience

  • Demonstrable experience developing business cases using the HM Treasury Green Book and Five Case Model.
  • Experience producing and managing SOC, OBC and FBC submissions.
  • Experience working within complex programme, project or capital investment environments.
  • Strong understanding of the relationship between business case development, planning, cost management, risk management and programme delivery.
  • Excellent report writing, analytical and communication skills.
  • Ability to facilitate workshops and engage effectively with senior stakeholders.
  • Strong stakeholder management and influencing skills.
  • Experience working independently and within multidisciplinary teams.

Desirable Experience

  • Experience within defence, central government, infrastructure, construction, nuclear, transport, utilities, energy or major transformation programmes.
  • Experience supporting large scale capital delivery or infrastructure programmes.
  • Familiarity with programme and project lifecycle frameworks such as CADMID, TEPIDOIL, RIBA, GRIP, PACE or similar.
  • Experience working in programme management, project management or project controls environments.
  • Knowledge of governance and assurance processes associated with public sector investment approvals.

Qualifications

Desirable qualifications include:

  • Better Business Cases Practitioner or Foundation
  • Infrastructure Business Cases Certification (APMG)
  • Managing Successful Programmes (MSP)
  • APM Project Management Qualification (PMQ)
  • Other relevant programme, project management or business case accreditations

Candidate Profile

We are looking for individuals who can combine strong business case expertise with excellent stakeholder engagement skills. Successful candidates will have a proven track record of developing successful Green Book compliant business cases, influencing senior decision makers and supporting major programmes through complex approval processes.
