Business Case Manager

Job Description

The Business Case Manager is responsible for leading the development, drafting, maintenance and assurance of business cases that support investment decisions across a complex programme. Working closely with programme and project teams, finance, commercial and operational stakeholders, the role provides specialist expertise to ensure business cases are robust, evidence-based and aligned to strategic objectives.

The role leads on all aspects of business case development, including authoring, reviewing and maintaining business cases throughout the investment lifecycle. They provide challenge, advice and assurance to stakeholders, ensuring proposals are desirable, viable and achievable and comply with organisational and HM Treasury requirements.

Key Responsibilities

  • Lead the development, drafting, review and maintenance of business cases in line with organisational standards and HM Treasury Green Book and Five Case Model guidance.
  • Act as the lead author for business case submissions, producing high-quality documentation and coordinating input from stakeholders and subject matter experts.
  • Work with stakeholders to define business needs, strategic objectives, investment requirements and preferred delivery options.
  • Gather, analyse and synthesise information from multiple sources to develop evidence-based business cases and recommendations.
  • Provide expert advice and challenge to ensure business cases are robust, evidence-based and support effective investment decisions.
  • Coordinate input from finance, commercial, operational and subject matter experts to support business case development.
  • Ensure business cases clearly articulate strategic alignment, value for money, affordability, achievability and expected outcomes.
  • Review and challenge assumptions, costs, risks, dependencies and delivery approaches to ensure proposals remain credible and deliverable.
  • Maintain business cases throughout the investment lifecycle, ensuring they remain current and reflect approved changes.
  • Support governance, assurance and investment approval activities through the production of high-quality business case documentation and supporting analysis.
  • Present business case recommendations and investment proposals to senior stakeholders and decision-making forums.
  • Support the appraisal and evaluation of investment options and provide analysis to inform decision-making.
  • Promote and implement business case best practice, tools, processes and standards.
  • Coach and support colleagues in business case development and the application of the Five Case Model where appropriate.

  • Significant experience developing, drafting and maintaining business cases within complex programmes, portfolios or transformation environments.
  • Demonstrable experience applying HM Treasury Green Book principles and the Five Case Model.
  • Experience acting as the lead author for business cases and investment submissions.
  • Experience supporting investment approvals, assurance reviews and governance processes.
  • Strong understanding of business case development, option appraisal and value for money assessments.
  • Ability to analyse complex information and translate it into clear, evidence-based business case recommendations.
  • Experience engaging, influencing and constructively challenging senior stakeholders across multiple teams and functions.
  • Strong analytical, financial and problem-solving skills.
  • Excellent written and verbal communication skills, with experience producing high-quality documentation for senior decision-makers.
