Location: Bristol (2 days per week onsite)

About the Role

Mastek is seeking an experienced Business Change & Communications Lead.

This is a strategic leadership role responsible for defining and delivering stakeholder engagement, communications, business change, and adoption strategies across a complex Defence environment. You will work closely with senior leadership, Front Line Commands, Defence stakeholders, and industry partners to ensure effective communication, engagement, and successful programme outcomes.

The successful candidate will act as a trusted advisor to senior leadership, shaping programme narratives, coordinating high-profile engagement activity, and enabling effective information sharing across a diverse stakeholder landscape.

Key Responsibilities

  • Develop and lead stakeholder engagement strategies across government stakeholders, and industry partners.
  • Establish structured communication and information-sharing frameworks to support programme transparency and collaboration.
  • Coordinate and manage all programme communications and stakeholder engagement activities.
  • Plan and deliver high-impact engagement events, workshops, leadership briefings, capability showcases, and industry forums.
  • Develop and execute communications campaigns that drive awareness, business readiness, adoption, and engagement.
  • Shape and maintain programme messaging and narrative aligned to Defence objectives and capability outcomes.
  • Provide strategic communications advice and briefing support to Programme Directors, SROs, and senior stakeholders.
  • Produce high-quality communication products including board packs, ministerial briefings, reports, newsletters, and stakeholder updates.
  • Support business change initiatives through adoption planning, benefits realisation communications, and readiness activities.
  • Measure engagement effectiveness, stakeholder sentiment, and communications impact while ensuring compliance with governance and security requirements.

Essential Skills & Experience

  • Proven experience delivering stakeholder engagement, communications, and business change strategies within large-scale Defence or Government programmes.
  • Strong experience planning and leading high-profile engagement events, campaigns, and structured information-sharing initiatives.
  • Demonstrable experience engaging and influencing senior stakeholders including SROs, Programme Boards, Service Executives, and cross-government organisations.
  • Exceptional written and verbal communication skills, including development of ministerial and executive-level communications.
  • Ability to shape programme narratives and influence decision-making at senior leadership level.
  • Experience translating complex technical, operational, or capability-related information into clear stakeholder messaging.
  • Proven ability to identify and manage communication risks, sensitivities, and reputational challenges within complex environments.
  • Experience delivering business change, adoption, and organisational readiness communications.

Desirable Skills

  • Experience working within Land, ISTAR, C4ISR, Defence Digital, or National Digital Architecture (NAD) environments.
  • Knowledge of MOD communications frameworks, Army engagement models, and ministerial processes.
  • Experience delivering communications within secure and highly regulated Defence environments.

  • Degree-level qualification or equivalent professional experience in Communications, Public Relations, Business Change, Marketing, Public Affairs, or a related discipline.
  • Professional certifications such as CIPR, Prosci, APM Change Management, or equivalent are highly desirable.
