Business Change Manager
Location: London, hybrid working with up to 1 day per week onsite on Tuesdays
Contract: Until 31 March 2027, with the possibility of extension
IR35: Inside IR35
Security Clearance: Active SC Clearance required
We are looking for an experienced Discovery Pipeline Manager to join a major public sector programme, leading the management of a structured discovery pipeline for AI and business change initiatives.
This role is focused on ensuring opportunities are captured, assessed, prioritised and progressed into delivery through a consistent and well governed discovery process. You will work with senior stakeholders across multiple teams to turn complex, fragmented business needs into clear, evidence based opportunities that support strategic objectives.

Key Responsibilities:
- Own and manage the end to end discovery pipeline for new opportunities.
- Maintain a single, accurate pipeline of demand and requests.
- Ensure structured intake, triage and prioritisation processes are followed.
- Produce reporting on pipeline health, demand and delivery readiness.
- Translate complex or unclear requirements into decision ready business cases.
- Improve discovery processes and reduce duplicate or low value requests.
- Define handovers from discovery into prioritisation and delivery.
- Work with senior stakeholders to ensure initiatives align with organisational priorities.
- Ensure opportunities are evidence based and focused on genuine business outcomes.
Essential Experience:
- Active SC Clearance.
- Experience managing portfolios, pipelines or demand within large, complex organisations.
- Strong business change or discovery management experience.
- Experience designing and improving structured intake and discovery processes.
- Ability to turn ambiguous business requirements into clear problem statements.
- Strong stakeholder management skills with experience engaging senior leaders.
- Experience applying prioritisation frameworks and supporting evidence based decision making.

Desirable:
- Awareness of Artificial Intelligence and its business applications. Deep technical AI knowledge is not required.
