Business Change Manager - Interim
A large public sector organisation is seeking an experienced Business Change Manager on an interim basis to play a key role in the delivery of a large-scale business services transformation.
The role will be based in central London and you will be offered hybrid working, which is 3 days on site required per week. This is a 6 month initial contract for a day rate of £500 - £550 per day umbrella. In order to take up this post, you would need to undergo vetting (CTC clearance) due to the nature of the work that they do, so it wouldn’t be an immediate start.
The programme is implementing new technology solutions across HR, Finance, Commercial and Workforce Management functions, alongside the introduction of an outsourced transactional services model.

The Role
Working closely with Programme Management, PMO and delivery teams, you will lead and coordinate business change activities to ensure users are supported throughout the transformation journey. You will help shape strategies that drive adoption, readiness and engagement across a diverse and geographically dispersed workforce.
You will be equally comfortable operating strategically with senior stakeholders while remaining hands-on in the delivery of change activities.

Key Responsibilities
- Develop and deliver comprehensive change management and communication strategies for large-scale transformation programmes.
- Build and maintain change impact assessments across multiple business areas.
- Establish and manage stakeholder engagement activities, including Change Networks and user communities.
- Create and deliver effective communication campaigns tailored to a variety of audience groups, including shift-based and non-desk-based employees.
- Design and implement business readiness assessments, tracking progress through to post-go-live support.
- Support the development of programme dashboards, reports and management information.
- Work closely with PMO teams to track project milestones and assess the impact of schedule changes on change activities.
- Maintain and monitor risks, assumptions, issues and dependencies.
- Influence and engage senior stakeholders, including those resistant to change.
- Drive cultural and behavioural change across large, complex organisations.
- Leverage innovative communication methods, including AI tools, digital content, video and e-learning solutions.
- Deputise for programme leadership when required.
- Promote programme standards, governance and a consistent transformation brand.

- Significant experience leading business change activities within large, complex organisations.
- Demonstrable success delivering organisational and cultural change programmes.
- Strong understanding of change management methodologies and the change lifecycle.
- Experience carrying out change impact assessments and business readiness activities.
- Proven ability to engage challenging and change-resistant stakeholder groups.
- Excellent communication and storytelling skills, with the ability to translate complex change into clear, compelling messages.
- Experience managing communications across diverse workforce populations, including shift workers and operational staff.
- Strong planning, organisational and problem-solving skills.
- Experience working alongside PMO and programme delivery teams.
- Proficiency in Microsoft Office applications, including Excel, PowerPoint, Word and Microsoft Project.
- High attention to detail and ability to produce quality deliverables at pace.
Desirable Experience
- Experience supporting large ERP, HR, Finance or Shared Services transformations.
- Experience within the public sector, emergency services, policing or similarly regulated environments.
- Experience using AI-enabled tools and modern digital engagement techniques.
- Knowledge of outsourced service transitions and operating model change.
