Operations Manager - Business Change & Transition (Fixed term contract)

Birmingham
Hybrid role (2-3 days in the office each week-city centre)
£45,000-£55,000 FTC basic salary
Fixed Term Contract until January 2028

A unique opportunity has arisen to play a pivotal role in one of the UK's most complex and high-profile government service transitions. We're looking for an experienced Operations Manager with a passion for business change, operational transformation, and stakeholder engagement to help deliver the successful exit of a major national government contract and support the transition into its future operating model.

This isn't about maintaining business as usual. It's about understanding change management within a complex business structure that prepares for a number of potential scenarios and ensuring business readiness for when the decision is made.

As with all major government contracts, they go through renewals and then re-tenders. This one has received an extension to January 2028 so will need to prepare the business for exit from the contract and then manage the risk plan or manage the transition to the new contract (subject to the outcome of the bid). Depending on the outcome, this role will then work with the contract management team and be the go-to person for the third party migration team to come to for obtaining the information they need within tight timeframes.

What you'll be doing

  • Leading on contractual change management/business change management and operational change activity across a large-scale government contract transition.
  • Mapping current and future operating models and identifying operational impacts.
  • Coordinating internal departments to ensure readiness for transition.
  • Working closely with external migration partners to provide accurate operational information.
  • Developing transition plans, governance, and reporting.
  • Managing risks, dependencies, and change impacts.
  • Building strong relationships across multiple business functions.
  • Supporting operational leaders through periods of uncertainty and change.
  • Ensuring business continuity throughout the transition programme.

What we're looking for

You'll probably have experience within business change, operational transformation, or programme delivery and enjoy bringing clarity to complex situations.

You'll ideally have experience of:

  • Business Change or Operational Change Management
  • Large operational transformation programmes
  • Complex stakeholder engagement
  • Operational readiness and transition planning
  • Governance, contract change, risk, and dependency management
  • Cross-functional leadership
  • Delivering structured change within or to complex government environments/frameworks/contracts

Previous experience working on government contracts, outsourcing programmes, or large-scale contractual service transitions would be highly desirable, although not essential.
