Business Change Project Manager
Salary: £65,000–£75,000 | Location: Staffordshire | Contract: Permanent, full time
We are looking for an experienced Business Change Project Manager to lead and mature a group-wide change function. This is a high-impact role for someone who can bring structure, governance and delivery discipline to a varied portfolio within the construction space.
About the role
As Business Change Project Manager, you will own the project and change management framework across the group and provide the board with a clear, reliable view of portfolio performance, cost, risk and value. You will set the standard for how change is proposed, approved, delivered, reported and closed, while directly managing selected strategic initiatives where central ownership is required.
You will work closely with senior leaders, sponsors, project managers, finance, IT, operational teams and external partners to make sure change is prioritised, governed and delivered effectively.
What you’ll be doing
- Own, maintain and improve the group change management framework, including intake, stage gates, approval thresholds, reporting, controls and closure.
- Maintain the single authoritative portfolio view covering status, RAG position, budget, milestones, dependencies, risks, issues and decisions.
- Prepare high-quality executive reporting and monthly Change Board packs, with clear recommendations and decision points.
- Lead selected cross-group projects from initiation through to delivery, handover, benefits review and closure.
- Develop business cases, financial appraisals, benefits plans and prioritisation models to support investment decisions.
- Manage portfolio-level risks, issues, dependencies and vendor performance, escalating early and proportionately.
- Build project delivery capability across the group through coaching, templates, standards, lessons learned and continuous improvement.

This is a hands-on role within a lean change function, suited to someone who is comfortable operating with autonomy, influencing without direct authority and bringing clarity to complex, multi-stakeholder environments.
What we’re looking for
- Substantial experience in project or programme delivery, with progression into PMO, portfolio, governance or business change leadership.
- Experience establishing or improving change governance, delivery frameworks, templates and reporting standards.
- Confidence presenting to senior stakeholders, boards or executive teams, including recommendations on priorities, spend and delivery risk.
- Strong portfolio oversight skills, including budget tracking, milestone management, benefits realisation and dependency management.
- Experience managing vendors, procurement activity, tender evaluation or supplier performance.
- Working knowledge of project, programme and portfolio methodologies, applied pragmatically and proportionately.
- Excellent written communication skills, particularly concise executive reporting and board-level papers.

Qualifications and desirable experience
- Recognised project management qualification such as PRINCE2, APM, PMP or equivalent.
- Programme, portfolio, Agile or hybrid delivery certification would be advantageous.
- Experience in housebuilding, construction, civil engineering, property development or a comparable multi-entity organisation would be useful.
- Experience with ERP, CRM, ITSM, Power BI, Power Automate, SharePoint or PPM tools would be beneficial.
