Location: London (Soho) – hybrid, 2–3 days pw in the office, plus events around the UK
Salary: £40,000 + phone allowance

Summary:
Payble works with 75+ councils across Australia and New Zealand, and we're now bringing what we've built to the UK. Work in our tight-knit UK Team as our third local hire, helping councils adopt a simpler, fairer and more supportive way to pay their council tax.
If you already know the world of council tax, revenues or recovery, this is the chance to take that knowledge somewhere more commercial, more outward-facing and more varied than a traditional council role.
You'll be trusted with relationships, responsibility and a seat at the table most people wait years for, and you'll see first-hand how an international GovTech business enters a new market.
The Role
We’re looking for a Business Development Executive to help more of the right people across UK local government hear about Payble, engage with us and meet with us. As you grow into the role, you’ll lead introductory meetings yourself and help develop those relationships over time.
Our most ideal candidate is someone who already understands the world of council tax and revenues and is looking for an opportunity to use that knowledge in a more commercial, outward-facing role. Although we are open to candidates from other sectors.
You might currently work in a council tax, revenues, recovery or revenues & benefits team or work in a company that sells to council’s and understands the landscape. What matters is your understanding of the sector, enjoying speaking with people and are interested in doing something broader than a traditional council role.
Equally, we’re open to candidates from business development, marketing, events or other commercial roles who are interested in local government and prepared to learn the council tax landscape quickly. You’ll work closely with our Founder and small UK team across business development, marketing, events and content.
One day you might be calling Heads of Revenues to invite them to an upcoming webinar. The next you could be at an industry event meeting council teams, following up someone you met at a roundtable, helping create a campaign around council tax reform or filming content with our Founder.
You’ll need to be comfortable getting out from behind a laptop. We’re looking for someone who enjoys meeting people, starting conversations and making things happen.
What You’ll Do
Business Development & Council Outreach
- Call and email prospective customers to introduce Payble, invite them to webinars and events and start conversations.
- Follow up webinar attendees, conference leads and other prospects to help turn interest into meetings.
- Book qualified meetings for our Founder and wider commercial team, and facilitate introductory meetings with councils yourself.
- Stay close to the councils you meet, building the relationship and helping move conversations forward before and after they reach our Founder.
- Learn to recognise the council challenges where Payble is most relevant, such as collection performance, resident engagement, payment flexibility, arrears prevention and manual workload.

Events & Webinars
- Help plan and promote Payble webinars, roundtables and other council-focused events.
- Proactively invite relevant council tax, revenues and finance teams and help grow attendance.
- Attend industry conferences and events across the UK with our Founder and wider team.
- Meet people, start conversations and introduce Payble in a way that feels natural rather than overly sales-led.
Marketing & Content
- Help create simple, useful content for people working across UK council tax and revenues.
- Turn market developments, council tax reforms, customer conversations and industry trends into ideas for campaigns and content.
- Capture photos and video at events, meetings and other activities and turn them into simple social content.
- Film and edit short-form content with our Founder and team.
- Support campaigns, email communications, landing pages and other marketing activity as needed.
Your First 3 Months
- Learn Payble, our product, our customers and how we help council tax teams.
- Understand how council tax billing, collection, arrears, recovery and resident engagement broadly work in the UK.
- Begin running outbound activity across phone, email and LinkedIn.
- Take ownership of prospect and webinar outreach, including follow-up.
- Attend your first industry events with the Founder and become comfortable representing Payble.
- Begin speaking confidently with council teams about the challenges they are facing, and join introductory meetings alongside our Founder.
- Begin capturing and producing simple content from events, webinars and founder activity.
- Build your own rhythm for keeping prospects, meetings and follow-ups organised.
If you come from council tax or revenues, we’ll focus your onboarding on the commercial side.
If you come from business development or marketing, we’ll focus on the council tax landscape.
What Success Looks Like – 1 Year In
After a year, we’d expect that:
- You’ve become a key part of how Payble generates awareness and new conversations in the UK.
- You understand council tax and revenues well enough to have credible conversations with officers, managers and senior leaders.
- You can recognise when a council’s challenge is relevant to Payble and know when to bring our Founder or product team into the conversation.
- You’re confident walking into an industry event or council meeting, meeting people and representing Payble without needing someone beside you.
- You’ve built genuine relationships with people across the revenues and benefits community.
- You can independently manage outreach, follow-up and event activity without needing to be directed on every step.
What We’re Looking For
Our ideal candidate has experience in council tax, revenues, recovery, revenues & benefits or local government finance who wants to take that experience into a more commercial, relationship-focused role.
Your current title matters less than your sector knowledge, personality and ability to build relationships. We’re also open to people from business development, marketing, events or similar commercial backgrounds who have the right skills and are motivated to learn the council tax market.

What matters most is that you are:
- Confident, outgoing and comfortable starting conversations with people you haven’t met before.
- Good on the phone, in writing and face-to-face.
- Comfortable speaking with everyone from council tax officers through to Heads of Revenues, Directors and Section 151 Officers.
- Interested in how councils can improve collection, resident engagement and payment experiences.
- Organised enough to make sure conversations actually turn into follow-ups, meetings and longer-term relationships.
- Someone who takes ownership. If something needs doing, you don’t wait for someone else to notice it.
- Comfortable working closely with a Founder in an environment where priorities can move quickly.
- Curious and willing to learn.
You don’t need previous SaaS or payments experience.
Content & Social Media
You should also be comfortable creating basic content and using social media. You don’t need professional experience, but you should be happy filming on a phone, making simple short-form videos and learning our tools.
Experience creating content for your own social media, a side project, university society or previous role is more than enough.
You don’t need to match every point above. If you know council tax, enjoy dealing with people and would thrive in an outward-facing role, we’d love to hear from you.
