About the Role
The Business Development & Learner Engagement Manager is responsible for developing and managing referral and employer partnerships to recruit learners onto short, community-based training programmes funded through the Adult Skills Fund (ASF) and Free Courses for Jobs (FCFJ) across the Liverpool City Region. The role will work closely with referral partners, employers, and community organisations to ensure a consistent pipeline of eligible, well-informed learners, while maintaining full compliance with LCRCA funding rules and Ofsted expectations.

We are looking for
- Experience in business development, employer engagement, or learner recruitment within funded provision.
- Strong understanding of Adult Skills Fund (ASF), AEB, and/or FCFJ funding.
- Knowledge of Ofsted expectations for adult learning.
- Proven ability to work with learners who may have complex barriers to engagement and progression.
- Strong stakeholder management and presentation skills.
- Ability to profile, forecast, and achieve recruitment targets.
