Business Development Manager, Central Government
We are looking for an experienced Business Development Manager to lead new business development within a specific central government department or public sector body.
This is a true hunter role, focused on opening new doors, building senior relationships and developing significant enterprise-scale opportunities from the ground up. You will bring established knowledge and relationships within a specific government department, working alongside technical and pre-sales specialists to shape and close complex data, analytics and technology opportunities.
Key Responsibilities
- Identify, develop and own relationships with key decision-makers and influencers within your target government department or body.
- Generate new business opportunities from a standing start, with no existing account base to inherit.
- Build and manage a pipeline of substantial, enterprise-scale opportunities.
- Work closely with technical and pre-sales teams to develop compelling proposals and solutions.
- Lead co-sell activity with Microsoft and other alliance partners.
- Represent the business at relevant industry, partner and government events.
- Provide market intelligence and insight to support future business growth and investment.
- Deliver against an annual new business revenue target.

What We're Looking For
- Proven experience in new business sales into central government, ideally with deep expertise in one specific department or government body.
- An established network of contacts within your target department, built through direct experience selling into the organisation.
- A strong track record of closing significant deals across data, analytics, AI, technology or consultancy solutions.
- A genuine hunter mentality, with the confidence to build relationships and create opportunities from scratch.
- Strong commercial acumen and experience managing complex sales pipelines.
- Good understanding of central government procurement frameworks and buying processes, including G-Cloud and Crown Commercial Service frameworks.
- Experience using CRM and pipeline management platforms such as Salesforce, HubSpot or equivalent.
- Resilience, tenacity and the ability to engage credibly with senior stakeholders.

Desirable Experience
- Experience specifically selling data, analytics or AI solutions.
- Existing relationships within Microsoft or systems integrator/partner ecosystems.
- Experience selling into adjacent central government bodies with transferable relationships.
- A proven track record of building a new sector or strategic account from scratch.
