We are entering an important phase of strategic growth and are looking for an experienced Business Development Manager to help us expand our reach across the education sector. This is a high-impact role with the opportunity to shape new Trust partnerships, open up new markets, and drive meaningful commercial growth across two established education recruitment brands.
About the Role
We are looking for a commercially strong, highly credible Business Development Manager to identify, win, and develop new business opportunities with Multi Academy Trusts, Trusts, and education groups across England.
This role will focus on securing new opportunities through procurement frameworks, Trust partnerships, and strategic education staffing routes to market. You will be responsible for building senior-level relationships, leading commercial conversations, supporting tender and framework opportunities, and ensuring new agreements translate into sustainable growth across individual schools.
This is a senior business development role, suited to someone with a strong track record of winning new business in education recruitment, MSP, public-sector staffing, procurement frameworks, or a closely aligned B2B sales environment. You will need to be confident operating with senior decision-makers, including Trust CEOs, CFOs, Procurement Leads, HR Directors, and School Improvement Leaders.
You will play a key role in driving incremental revenue, increasing teacher and teaching assistant supply volumes, improving commercial performance, and supporting framework penetration across Protocol Education and Teaching Personnel.
What You'll Be Doing
In this role, you will:
- Identify, target, and secure new business opportunities with Multi Academy Trusts, Trusts, and education groups across England.
- Build and manage strategic relationships with senior education and procurement stakeholders, including CEOs, CFOs, HR Directors, Procurement Leads, and School Improvement Leaders.
- Lead and contribute to tender responses, framework applications, presentations, commercial proposals, and negotiations.
- Develop and execute a framework growth strategy across Protocol Education and Teaching Personnel.
- Work closely with Regional Directors, Operations Directors, Sales Leaders, Branch Managers, Framework Teams, Marketing, and Bid Management to turn new agreements into active, revenue-generating partnerships.
- Support operational teams in mobilising framework wins and converting access into school-level supply opportunities.
- Drive increased teacher and teaching assistant supply days across framework schools.
- Use commercial insight, pricing strategy, and value-led selling to improve profitability and Gross Profit per Day.
- Monitor framework utilisation, identify opportunities to increase market share, and ensure partnerships are actively developed post-award.
- Provide market intelligence on education procurement trends, competitor activity, and emerging Trust opportunities.

About You
You will be an experienced business development professional with a strong track record of winning new business and building strategic partnerships.
We are particularly interested in speaking to people who have experience within education recruitment, MSP, procurement frameworks, public-sector staffing, or Trust/MAT partnership development. You will understand how to navigate complex sales cycles, build credibility with senior decision-makers, and convert strategic opportunities into measurable commercial growth.
You will bring:
- Proven experience in a senior business development, strategic sales, or partnership growth role.
- Strong knowledge of education recruitment, public-sector staffing, MSP solutions, or procurement-led sales.
- A good understanding of the education sector, particularly Multi Academy Trusts, Trust structures, school procurement, and framework routes to market.
- Demonstrable experience winning large-scale accounts, Trust partnerships, or framework agreements.
- Confidence leading commercial conversations with senior stakeholders.
- Strong negotiation, presentation, and proposal skills.
- A track record of building and managing a high-quality pipeline.
- The ability to influence internal teams and drive activity after a contract or framework has been secured.
- Strong commercial judgement, including pricing awareness and value-led selling.
- A resilient, target-driven, and highly proactive approach.
- The ability to balance strategic thinking with hands-on execution.
What Success Looks Like
Success in this role will be measured by your ability to win new MAT, Trust, and framework opportunities, generate incremental revenue, increase supply volumes, and improve profitability through strong commercial positioning. You will also play a critical role in ensuring new agreements are successfully activated across schools and converted into sustainable, long-term growth.
