Business Development Manager

Location: Hybrid (Cardiff office available)

Salary: £60,000 basic + Uncapped Commission (OTE £100,000+)


Yolk Recruitment is supporting a fast-growing technology consultancy in the search for an experienced Business Development Manager to drive growth across the public sector.

This is an exciting opportunity for a commercially focused sales professional with experience selling technology or digital solutions into the public sector. You'll play a pivotal role in identifying and creating new business opportunities before formal procurement begins, building long-term relationships with senior stakeholders and developing strategic partnerships that support continued growth.

The role offers a blend of new business development, strategic account growth and framework engagement, making it ideal for someone who enjoys consultative sales and influencing large-scale opportunities.

What you'll be doing

New Business Development

  • Identify and develop new public sector opportunities before they enter formal procurement.
  • Build relationships with senior stakeholders including IT Directors, Heads of Digital, Chief Digital Officers and other key decision-makers.
  • Take a consultative approach to understand customer challenges and position tailored technology solutions.
  • Identify opportunities for direct awards, framework call-offs and pre-procurement engagements.
  • Develop a strong pipeline of qualified opportunities across Local Authorities, Higher Education institutions and Housing Associations.
  • Attend networking events, conferences and industry functions to build relationships and generate new business.
  • Support bid and tender submissions where appropriate.

Strategic Partnerships & Frameworks

  • Support the organisation's growth through established public sector procurement frameworks.
  • Develop relationships with strategic partners to create new revenue opportunities.
  • Collaborate with internal teams on framework opportunities and partnership-led bids.
  • Help strengthen the organisation's presence across key public sector markets.

Reporting & Performance

  • You'll be responsible for maintaining accurate sales activity and forecasting, including:
    • Weekly pipeline reviews and revenue forecasting.
    • Maintaining detailed CRM records, customer contacts and opportunity updates.
    • Creating and managing strategic account plans.
    • Tracking activity against agreed business development targets and KPIs.
    • Providing regular commercial updates to senior leadership.

What we're looking for

  • Proven experience in Business Development, Account Management or Sales within the technology, software or digital services sector.
  • Experience selling into public sector organisations such as Local Authorities, Higher Education or Housing Associations.
  • A strong understanding of public sector procurement processes, frameworks and stakeholder engagement.
  • Demonstrable success in generating new business and managing complex sales cycles.
  • Excellent relationship-building skills with the ability to engage senior decision-makers.
  • A consultative sales approach with strong commercial awareness.
  • Experience managing CRM systems, sales forecasting and pipeline reporting.
  • Self-motivated, organised and comfortable managing a remote territory.
