Business Development Manager (Public Sector)
Role Overview
Mastek is seeking an experienced, high-performing Business Development Manager to drive strategic growth across our key Public Sector accounts. This is a true hunter role, focused on identifying, qualifying, and winning new business opportunities within existing strategic accounts rather than managing day-to-day delivery. The successful candidate will work closely with the Account Director to expand Mastek's footprint by building executive relationships, identifying customer challenges, and converting opportunities into profitable engagements.
The ideal candidate will have an established network within UK Central Government, preferably, and a proven track record of winning consulting, digital transformation, managed services, or systems integration opportunities. This role would suit someone currently working within a leading Systems Integrator or Consultancy who understands how Government buys technology and professional services and enjoys opening new doors.
Key Responsibilities
Business Development
- Identify, qualify, and develop new business opportunities across UK Public Sector.
- Build and maintain a healthy pipeline aligned to agreed revenue and bookings targets.
- Develop trusted relationships with senior customer stakeholders across business, digital, commercial, and procurement functions.
- Identify upcoming programs, procurement activity, and strategic transformation opportunities.
- Generate opportunities through networking, customer engagement, partner relationships, and market intelligence.
- Develop account growth plans aligned with customer priorities and Mastek's strategic capabilities.

Opportunity Capture
- Lead early opportunity qualification and capture activities.
- Develop win strategies alongside the Account Director.
- Coordinate with Consulting, Delivery, Presales, and Alliance teams to shape compelling customer propositions.
- Support bid development, proposal creation, presentations, and commercial discussions.
- Ensure opportunities progress through the appropriate governance and CRM processes.
Customer Engagement
- Build executive-level relationships across,
- Position Mastek as a trusted transformation partner.
- Represent Mastek at customer meetings, Government events, and industry forums.
- Identify opportunities to leverage Mastek's wider capabilities including AI, Data, Cloud, Digital Engineering, Managed Services, and Business Transformation.
Collaboration
- Work closely with the Account Director to execute account growth strategies.
- Collaborate with Delivery teams to identify expansion opportunities.
- Work with Alliance partners including Microsoft, AWS, IBM, and others where appropriate.
- Maintain accurate pipeline forecasting and reporting.
Experience Required
The successful candidate should demonstrate:
- A proven track record of winning new business within UK Public Sector.
- Experience selling consulting, systems integration, managed services, or digital transformation solutions.
- Strong business development and hunting capability with evidence of consistently exceeding sales targets.
- Experience developing opportunities from initial engagement through to contract award.
- Strong commercial awareness and negotiation skills.
- Excellent stakeholder engagement and relationship management abilities.
- Experience working within complex matrix organizations.
- Strong presentation, communication, and influencing skills.

Highly Desirable Experience
- Understanding of Digital Transformation, AI, Cloud, Data, Cyber Security, Enterprise Applications, and Managed Services.

Ideal Candidate Profile
The ideal candidate is likely to be an experienced Business Development Manager, Client Partner, or Sales Manager currently working within a leading Systems Integrator or Consultancy, with an established network across Central Government. They will have a demonstrable history of opening new opportunities, shape strategic engagements, and winning complex consulting and technology services business. They will be comfortable engaging senior customer stakeholders and working alongside an Account Director to drive sustainable account growth.
This is not an account maintenance role—it is a strategic growth position focused on identifying and winning new business within two of Mastek's most important Public Sector accounts.
