Business Development Manager/Specialist– Social Housing & Tier 1 Contractors

RETROSURV is a specialist property assessment and surveying business providing practical, evidence-led services to landlords, property professionals, housing providers, and contractors.
We are part of GreenFut Ltd, a growing UK energy and property services business operating across surveying, energy efficiency, retrofit, and renewable technologies.
As we expand our work with the social housing and construction sectors, we are looking for an experienced Business Development Manager who can build relationships with Housing Associations, Registered Providers, Local Authorities, Tier 1 Contractors, Retrofit Contractors, Framework Providers, and major property organisations.
This is a genuine business development role.
We are looking for somebody who can identify opportunities, get us into the right organisations, develop relationships with decision-makers, and turn those relationships into surveying and assessment contracts.

Our objective is to become a dependable surveying and assessment partner capable of supporting organisations with individual projects through to large-volume property programmes.
The opportunity
The UK housing sector is facing increasing pressure around property condition, damp and mould, energy efficiency, retrofit, decarbonisation, and housing standards.
Housing associations, contractors, and public-sector organisations increasingly need reliable surveying capacity and good-quality property data before works can be properly planned and delivered.
Your role will be to position RETROSURV in that supply chain.
You will identify organisations that require surveying and assessment support and develop those relationships into long-term commercial opportunities.

What you will be doing
You will take ownership of business development activity across the social housing, retrofit, and construction sectors.
Your responsibilities will include:
- Developing relationships with Housing Associations and Registered Providers
- Building relationships with Tier 1 and Tier 2 contractors
- Targeting retrofit contractors and decarbonisation delivery partners
- Building relationships with Local Authorities and public-sector property teams
- Identifying framework, subcontracting, and supply-chain opportunities
- Approaching Asset Managers, Heads of Property, Retrofit Managers, Sustainability Managers, Procurement Teams, and Commercial Managers
- Introducing RETROSURV as a surveying and assessment delivery partner
- Securing meetings, introductions, and opportunities to tender or quote
- Developing opportunities for volume surveying programmes
- Managing prospective clients from first conversation through to commercial agreement
- Maintaining a structured CRM and business development pipeline
- Attending industry events, conferences, and networking opportunities
- Monitoring upcoming retrofit, housing, and decarbonisation programmes
- Working with the directors to develop proposals and commercial opportunities
- Helping RETROSURV become an approved supplier and subcontract surveying partner to major organisations
Who we are looking for
We are particularly interested in candidates who already understand how business is won within social housing, retrofit, construction, property services, or energy efficiency.
You may currently work for a:
- Retrofit consultancy
- PAS 2035 organisation
- Property surveying company
- Energy consultancy
- Social housing contractor
- Tier 1 or Tier 2 contractor
- Compliance company
- Property maintenance contractor
- Decarbonisation contractor
- Energy assessment business
- Building services company
Previous relationships within Housing Associations, Local Authorities, or major contractors would be highly advantageous.
Ideally, you will already understand:
- Housing Association procurement
- Contractor supply chains
- Framework agreements
- Social housing asset management
- Retrofit and decarbonisation programmes
- PAS 2035 / retrofit delivery
- EPC and energy-performance requirements
- Damp, mould, and property-condition surveying
- SHDF / Warm Homes / housing decarbonisation programmes
- Tender and procurement processes
- Subcontractor and surveying frameworks
You do not need to personally carry out surveys.
You do need to understand the client's problem well enough to identify an opportunity and bring our technical team into the conversation.

The type of person we want
We are looking for someone entrepreneurial who enjoys opening doors.
You should be comfortable picking up the phone, making introductions, networking, visiting clients, and creating opportunities rather than waiting for leads to arrive.
We want somebody who can confidently speak to senior people within housing associations and contracting organisations and develop credible long-term commercial relationships.
Most importantly, you should be able to demonstrate that you know how to get a business like RETROSURV onto the radar of major housing and construction organisations.

Within your first months in the role, we would expect you to begin developing a qualified pipeline involving:
- Housing Associations
- Registered Providers
- Landlords
- Tier 1 contractors
- Retrofit contractors
- Local Authorities
- Asset management organisations
- Decarbonisation delivery partners
- Property maintenance contractors
Over time, the aim is to secure:
- Approved supplier status
- Subcontract surveying agreements
- Framework opportunities
- Pilot surveying programmes
- Regional surveying contracts
- High-volume assessment programmes
- Long-term strategic client relationships

Package
Competitive basic salary starting at £35,000+ uncapped performance-related commission
The package will be structured to strongly reward genuine contract wins and recurring revenue.
Company expenses and travel will be covered, with the exact package dependent on experience, industry relationships, and track record.
