Business Intelligence & Data Analytics Officer – 6 Month Contract
Location: Royal Borough of Greenwich
Rate: £31.54 per hour (Umbrella)
Contract: 6 Month Contract
Hours: Full Time
Department: Transport – Parking Services
Working Pattern: Hybrid Working

Summary
The Royal Borough of Greenwich is in search of a skilled Business Intelligence & Data Analytics Officer to join its Parking Services team on a temporary basis. This role is pivotal for a data-focused professional eager to enhance the efficiency, effectiveness, and financial outcomes of parking management and enforcement services. The successful candidate will deliver valuable insights through data analysis, performance tracking, dashboard creation, contract management assistance, and KPI reporting. Collaborating with operational teams, senior leaders, contractors, and stakeholders, you will influence decision-making, pinpoint areas for improvement, and contribute to the evolution of data-driven services.
Responsibilities
Data Analysis & Business Intelligence
- Gather, clean, analyse, and interpret data related to:
- Parking enforcement
- Traffic patterns
- Parking violations
- Service performance
- Financial performance
- Detect trends, anomalies, risks, and opportunities.
- Generate comprehensive reports, dashboards, and data visualisations.
- Convert complex data into actionable insights and recommendations.
- Confidently present findings to managers and stakeholders.
- Facilitate strategic decision-making through data-driven intelligence.

- Establish and maintain reporting frameworks and KPI dashboards.
- Track Contractual Performance Indicators (CPIs).
- Assess performance against Service Level Agreements (SLAs).
- Identify performance issues and opportunities for improvement.
- Support performance reporting to Senior Management Teams and committees.
- Conduct independent analytical projects to enhance service insights.
Financial Analysis
- Oversee revenue streams from:
- Parking permits
- Parking fines
- Enforcement activities
- Assist in budget planning and forecasting.
- Aid in financial reconciliation across systems.
- Spot cost-saving opportunities and revenue enhancement initiatives.
- Participate in service audits and financial evaluations.
Systems & Operational Support
- Assist in the daily operation of Parking Service systems.
- Manage user access and permissions.
- Resolve system issues via internal and external helpdesks.
- Ensure data integrity across systems.
- Develop self-service reporting tools using Excel and other technologies.
- Create user guides, training materials, and process documentation.
Contract & Stakeholder Management
- Support contract management activities.
- Monitor supplier performance and contractual compliance.
- Assist with contract renewals and performance evaluations.
- Collaborate with legal, procurement, and operational teams as needed.
- Work with local authorities, enforcement providers, and external partners.
Essential Requirements
- Experience in a Business Intelligence, Data Analytics, Performance, or Insight role.
- Proficient in data analysis and reporting.
- Advanced skills in Excel.
- Experience in developing:
- Dashboards
- Reports
- Data visualisations
- KPI frameworks
- Ability to interpret large datasets and present findings.
- Strong analytical and problem-solving capabilities.
- Experience in monitoring performance against KPIs and SLAs.
- Experience in supporting contract performance monitoring.
- Excellent stakeholder engagement and presentation skills.
- Strong written and verbal communication abilities.
- Familiarity with databases, management systems, and reporting tools.
