Business Manager - Highways & Transport Technology

East Midlands with national travel

£80,000–£100,000 depending on experience, plus company car or car allowance and comprehensive benefits

About the Role

Probus Recruitment is supporting a leading international infrastructure and highways organisation with the appointment of an experienced ITS Business Manager. This is a senior leadership position with full responsibility for an established Integrated Transportation Systems business unit, including its P&L performance, operational delivery, commercial management, business development, and people leadership.

Reporting directly to a Divisional Director, the successful candidate will take responsibility for ITS contracts delivered through National Highways and local authority frameworks. The position combines improving and growing the existing operation with identifying new opportunities and leading the business through bid, tender, and mobilisation stages.

You will lead an experienced management team comprising three Contract Managers and a Senior Contract Manager, who are responsible for their respective operational teams, contracts, and subcontractor networks. Although operating at a strategic level, you will remain sufficiently involved in contract performance, client relationships, and operational delivery to ensure the business continues to develop safely, commercially, and successfully.

Key Responsibilities

  • Full leadership and P&L responsibility for the ITS business unit
  • Developing and delivering the business plan and growth strategy
  • Improving revenue, margin, cash flow, and overall operational performance
  • Overseeing ITS contracts across National Highways and local authority frameworks
  • Maintaining strong performance across existing projects and maintenance contracts
  • Identifying and developing new clients, markets, and revenue opportunities
  • Leading and contributing to bids, tenders, pricing, and contract mobilisations
  • Providing leadership, support, and direction to the senior contract management team
  • Maintaining oversight of operational delivery, supply-chain performance, and subcontractors
  • Building trusted relationships with clients, partners, and internal stakeholders
  • Ensuring contracts are delivered safely, commercially, and in line with programme, quality, and governance requirements
  • Encouraging innovation, continuous improvement, and the adoption of new technology

The Person

We are looking for a commercially astute and credible business leader with experience managing a substantial contracting, infrastructure, or technical services operation. Extensive ITS experience is not essential. The priority is a proven ability to lead a business unit, take ownership of financial and operational performance, manage senior teams, and successfully balance existing contract delivery with new-business growth.

You are likely to offer:

  • Senior business unit, regional, or divisional leadership experience
  • Direct responsibility for P&L, revenue, margin, and cash performance
  • Experience managing complex contracts or service-delivery portfolios
  • A strong record of improving commercial and operational performance
  • Involvement in bids, tenders, pricing, and contract mobilisation
  • Experience leading senior managers and multidisciplinary teams
  • Strong understanding of contract management, supply chains, and subcontracted delivery
  • The ability to build effective relationships with clients and senior internal stakeholders
  • A practical, resilient, and commercially focused leadership style

Relevant experience could come from highways, transportation, infrastructure, telecommunications, utilities, electrical services, systems integration, or another comparable contracting environment.

Direct experience of National Highways, local authority, or similar public-sector frameworks would be advantageous.

Suitable candidates may currently be operating as a Business Unit Manager, Business Unit Director, Operations Director, Regional Director, Divisional Director, Framework Director, General Manager, or an experienced Senior Contracts Manager ready to assume broader P&L and business leadership responsibility.

Location

The role will be based predominantly from the organisation’s East Midlands office and will also involve travel to contracts and clients across the UK. Candidates must therefore be comfortable maintaining a regular presence in the East Midlands. Further details regarding the exact location and working arrangements will be discussed with suitable candidates during an initial confidential conversation.

Package

The anticipated salary is between £80,000 and £100,000, plus a company car or car allowance, pension, and a comprehensive benefits package.
