The Older Adults Strategic Commissioning Team plays an important role in helping to ensure the care and support needs of residents of Hampshire can be met. Responsible for both shaping the care market within Hampshire and overseeing providers contractual obligations, the team works in partnership with a variety of stakeholders to ensure the best possible outcomes for Hampshire’s residents.

The Role:
We are seeking a motivated and proactive Business Support Officer to join our Commissioning and Contract Management team. This is an exciting opportunity to play a key role in supporting the oversight of a diverse portfolio of community care contracts, including domiciliary care, care homes, supported living, and other commissioned care services that make a real difference to people's lives every day.
Working closely with commissioners, contract managers, providers, and operational colleagues, you will provide high-quality analytical and business support that helps ensure services are delivered effectively, contract performance is monitored, and strategic priorities are achieved.
A significant part of the role will involve using data and digital tools to improve insight and reporting. We are looking for someone who is confident in the use of Microsoft SharePoint Lists, Excel, and Power BI, with the ability to develop dashboards, analyse information, and produce regular market oversight and performance reports that inform commissioning decisions and support service improvement.
You will be based at our Winchester office for one designated day per week, with additional attendance as required to support business activities, team collaboration and stakeholder engagement. The role operates on a hybrid basis, offering flexibility to work remotely for the remainder of the week, alongside occasional travel across Hampshire to support provider engagement, contract monitoring activities and partnership working.

What you’ll do:
- Provide business support to the Commissioning and Contract Management Team, supporting the effective delivery, administration and monitoring of commissioned services. This will involve managing shared inboxes, triaging enquiries and allocating or responding to correspondence.
- Maintain accurate contract, provider and performance records, ensuring information is up to date, accessible and compliant with governance requirements.
- Coordinate meetings, provider forums and engagement activities, including preparing agendas, recording actions and monitoring progress.
- Act as a key point of contact for providers and stakeholders, promoting effective communication, partnership working and continuous improvement.
- Support contract management activities, including monitoring compliance, tracking contract actions and maintaining key contract information and review schedules.
- Support commissioning projects, service reviews and service developments through action tracking, project coordination, data collection and progress reporting.
- Develop and maintain reporting systems, databases and dashboards using SharePoint, Excel and Power BI to support operational and strategic decision-making.
- Produce, analyse and present performance, compliance and market information, identifying trends, risks, opportunities and emerging issues.
- Liaise with providers, internal colleagues and partner teams to obtain information, coordinate activity and resolve queries.
- Support market oversight and engagement activities by gathering intelligence on provider performance, capacity and service demand.
- Monitor risks, issues and dependencies affecting service delivery and support appropriate mitigation actions.
- Identify and implement improvements to administrative processes, data quality, reporting arrangements and digital ways of working.
- Work collaboratively with colleagues and partners across Adult Social Care and undertake other duties commensurate with the grade of the post.
- Promote equality, diversity and inclusion in all aspects of the role.
- Undertake any other duties commensurate with the grade and responsibilities of the post as required by management.

You will be an excellent communicator who can build positive relationships with a range of stakeholders, manage competing priorities, and work proactively to identify improvements and deliver successful outcomes. A commitment to professionalism, customer service, confidentiality and equality is essential.

Experience within local government, health or social care, commissioning, contract management, performance monitoring or business intelligence would be advantageous. Experience using tools such as Power BI, SharePoint and reporting systems to support service delivery and continuous improvement would also be beneficial.
