Capex Project Controls & Governance Manager

Location: Luton (Hybrid)
Salary: £65,000 – £70,000 + Benefits

An exciting opportunity to join a major UK infrastructure organisation responsible for managing a significant capital investment programme. Reporting to the Head of PMO, this role will take ownership of project controls, governance and capital portfolio reporting across a complex CAPEX environment. The successful candidate will be responsible for ensuring robust budgetary control, effective governance processes and meaningful management insight across the organisation's investment portfolio.

This is a highly visible position that combines traditional project controls with PMO development, portfolio governance and data-led decision making. Over time, the role will become the central point of expertise across project controls, portfolio reporting and governance activities, consolidating responsibilities currently delivered by both project controls and reporting resources.

Key Responsibilities

  • Manage and control CAPEX budgets, forecasts and expenditure across the project portfolio.
  • Develop and implement project controls, governance frameworks and reporting processes.
  • Support portfolio prioritisation and investment decision-making through accurate reporting and analysis.
  • Lead the production of portfolio-level management information and performance reporting.
  • Maintain & enhance Power BI dashboards, providing clear insight into project/portfolio performance.
  • Support the continued development and maturity of the PMO function.
  • Engage with stakeholders, providing challenge, recommendations and governance oversight.
  • Identify opportunities for continuous improvement across controls, reporting and portfolio management activities.

Skills & Experience

  • Demonstrable experience within Project Controls, Portfolio Controls or PMO leadership.
  • Strong understanding of CAPEX management, budgeting, forecasting and financial governance.
  • Experience implementing or improving project controls and governance processes.
  • Strong Power BI reporting and dashboard management experience.
  • Ability to analyse complex data and communicate insights to senior stakeholders.
  • Experience operating across project, programme or portfolio environments.
  • Excellent stakeholder management and communication skills.
  • Ideally worked in within Rail, Aviation, Utilities, Energy or other infrastructure organisations.
  • Exposure to portfolio governance boards or investment committees.
  • Knowledge of project planning and delivery methodologies.
  • Relevant Project Management, PMO or Project Controls qualifications.
