Description

Full Time / 37 Hours Per Week / Permanent

Are you a qualified accountant with substantial experience in capital accounting? Do you enjoy working with complex financial information and providing strategic financial advice that supports key organisational decisions?

As a Capital Accountant, you will play a key role in delivering the Council's corporate accountancy function. You will support on capital accounting matters, help coordinate and monitor the Council's capital programme, and provide specialist financial advice and support to senior managers and stakeholders across the organisation. The role also includes responsibility for supporting a small team and contributing to the development of financial systems, processes and strategic planning.

This is a full-time post working 37 hours per week from Monday to Friday. Based at City Hall, the team currently work in a hybrid arrangement, combining home and office working depending on business needs. We offer flexible and agile working to support a healthy work-life balance.

This is a career graded post (LG Band 8 – LG Band 9). Appointment to a level will depend on the outcome of the selection process and experience of the successful candidate. Dependent on availability of work/vacancy at a higher level, progress will be by satisfactory performance, agreed at annual Appraisals and through on-going supervision.

What You'll Be Doing

In this varied and influential role, you will have the opportunity to support in shaping and improving the Council's Capital Strategy and Planning. On a day-to-day basis, you will coordinate capital budget preparation and monitoring, complete year-end capital accounts, and oversee grant claims and returns to ensure funding due to the Council is secured.

You will provide expert financial advice to managers and stakeholders, interpret complex financial legislation and accounting requirements, review and develop financial systems and procedures, and contribute to project work and organisational improvement initiatives. You will also support the Council's borrowing and investment strategy linked to capital budgets and work closely with internal and external auditors to support successful audit outcomes.

As part of the role, you will support members of the team, helping to deliver high-quality services and achieve agreed objectives.

What You'll Need

Using your specialist accounting knowledge and experience, you will help ensure the Council meets its statutory and financial management responsibilities. You will be a fully qualified accountant and a member of a CCAB professional body such as CIPFA, ACCA, ICAEW or CIMA.

You will have substantial post-qualification experience within a local authority, public sector organisation or similarly complex environment, together with significant experience of capital budgeting, capital accounting and financial management. Previous staff management experience is also essential.

You will be able to interpret and communicate complex financial information to a wide range of audiences, including non-financial managers. Strong analytical, project management and IT skills are important, together with the ability to manage competing priorities and meet demanding deadlines.
