Lead the Delivery of Multi-Million-Pound Housing Investment Programmes
Chesterfield Borough Council is seeking an experienced and dynamic Capital Operations Manager to join our Housing Property Services team.
This is an outstanding opportunity to lead the operational delivery of a significant housing capital investment programme, managing projects worth up to £10 million annually and making a real difference to the homes and communities we serve.
We are looking for a strategic leader with a strong track record in capital investment, construction, housing maintenance, property services or a similarly regulated environment. You will play a critical role in ensuring high-quality investment works are delivered safely, efficiently and to the highest standards for our tenants.
The role
As Capital Operations Manager, you will provide both strategic and operational leadership for the delivery of capital investment programmes across the Council's housing stock.
Programmes include major improvement works such as:
- Kitchen and bathroom replacements
- Roofing programmes
- Window and door replacement schemes
- Disabled adaptations
- Other planned and cyclical investment projects
You will lead a sizeable workforce comprising operational managers, trade teams and contractors, ensuring programmes are delivered on time, within budget and in compliance with all regulatory, health and safety and quality standards.
Key responsibilities include:
- Leading the delivery of the Housing Capital Programme and ensuring excellent operational performance.
- Managing annual capital investment budgets of up to £10 million.
- Providing leadership and direction to a multi-disciplinary workforce and contracted partners.
- Ensuring effective programme planning, risk management and performance monitoring.
- Driving value for money whilst maintaining high standards of quality and customer satisfaction.
- Working collaboratively across Housing, Asset Management, Repairs, Compliance and Tenant Engagement services.
- Supporting procurement activities, contract management and commercial decision-making.
- Producing performance reports and presenting information to senior leaders, elected members and governance groups.
- Leading service improvement initiatives and supporting the ongoing modernisation of Housing Property Services.
- Ensuring compliance with all relevant legislation, regulations and health and safety requirements.

About You
We are seeking a confident and experienced leader who can successfully manage large-scale investment programmes and inspire high-performing teams.
You will be able to demonstrate:
- Significant experience delivering capital investment, construction, planned maintenance or property improvement programmes.
- Strong leadership skills with experience managing large operational teams through change and transformation.
- Excellent financial management and budget control experience.
- Strong stakeholder management skills and the ability to influence at all levels.
- Experience of managing operational risk, performance, compliance and continuous improvement activities.
- A commitment to delivering excellent customer outcomes and achieving value for money.
- A proactive and solutions-focused approach to problem-solving and service delivery.
- The ability to balance strategic thinking with operational delivery.
- Experience within social housing or local government is desirable, although applications are welcomed from candidates with transferable experience from related sectors.
Essential Requirements
You should have:
- A degree-level qualification in a relevant discipline or equivalent senior management experience.
- A recognised management or leadership qualification, such as ILM, Chartered Manager or equivalent.
Significant experience managing capital investment programmes, construction projects or operational service delivery.
- Experience of budget management, financial forecasting and delivering efficiencies.
- A full UK driving licence.

- Experience within social housing, local government or a regulated environment.
- IOSH, NEBOSH or equivalent health and safety qualification.
- Project or programme management qualifications such as PRINCE2, MSP, APM or equivalent.
