Job Purpose
To lead the successful delivery of capital investment projects across the Council's housing stock and corporate estate, managing projects from inception through to completion and post-occupancy review.
The postholder will be responsible for the planning, development, procurement, contract administration and delivery of multi-million-pound capital works programmes, ensuring projects are delivered safely, on time, within budget and to the highest quality standards. Working within the Property and Asset Management team, the role will coordinate multidisciplinary project teams, manage stakeholder relationships and ensure compliance with statutory, regulatory and governance requirements.
Key Responsibilities
- Lead the end-to-end delivery of capital projects through all project lifecycle stages from inception to completion.
- Develop project scopes, briefs, specifications and delivery programmes in accordance with the Council’s Housing Asset Management Strategy.
- Manage multiple capital investment projects simultaneously, ensuring delivery against agreed objectives, budgets and timescales.
- Act as Contract Administrator for capital works projects and contracts.
- Manage procurement activities including mini-competitions, framework call-offs, tender evaluations and contractor appointments.
- Lead multidisciplinary project teams including:
- Quantity Surveyors
- Clerk of Works
- Resident Liaison Officers
- Design Officers
- Technical Support Officers
- External Consultants
- Contractors
- Monitor contractor and consultant performance, ensuring compliance with contractual obligations and quality standards.
- Chair project meetings, site progress meetings and stakeholder review meetings.
- Manage project risks, issues, dependencies and change control processes.
- Fulfil delegated Client responsibilities under CDM Regulations and ensure compliance with health and safety legislation.
- Ensure statutory approvals, planning requirements, building regulations and compliance obligations are met.
- Monitor project budgets, spend profiles, forecasts and cash flow requirements.
- Review and approve payment recommendations, contract variations and final account settlements.
- Work closely with Quantity Surveyors to maintain commercial control of projects.
- Lead resident engagement and consultation activities throughout project delivery.
- Manage Section 20 consultation requirements where applicable.
- Respond to enquiries from residents, leaseholders, councillors and stakeholders.
- Prepare business cases, reports, approval papers and project updates for senior management and governance boards.
- Maintain accurate project records and performance data.
- Monitor project KPIs and contribute to service performance reporting.
- Support continuous improvement initiatives across the Property and Asset Management service.
- Ensure delivery of customer-focused services and high levels of resident satisfaction.

Requirements
Essential
- Degree qualification in Building Surveying, Construction Management, Project Management, Architecture, Engineering or a related discipline, or equivalent relevant experience.
- Significant experience delivering construction, housing or capital investment projects from inception to completion.
- Experience undertaking contract administration responsibilities on capital works projects.
- Experience managing budgets, expenditure, cash flow forecasting and financial reporting.
- Experience managing contractors, consultants and multidisciplinary project teams.

- Experience managing procurement exercises, framework contracts and tender processes.
- Strong stakeholder management and resident engagement experience.

- Ability to manage multiple projects and competing priorities.
- Strong communication, negotiation and presentation skills.
- Proficient IT skills including project management, reporting and financial systems.

Desirable
- Professional qualification in Project Management (PRINCE2, APM, MSP or equivalent).
- Membership of a relevant professional body such as:
- RICS
- CIOB
- APM
- ICE
- Experience working within Local Authority Housing or Social Housing environments.
- Experience managing framework agreements and long-term partnering contracts.
- Experience delivering planned maintenance, refurbishment or regeneration schemes.
- Knowledge of leasehold consultation requirements and Section 20 processes.
- Experience presenting to boards, committees or senior governance panels.
