We are looking for an experienced and highly motivated Capital Project Manager to lead Hackney Council’s Community Halls Strategic Review.
This is a high-profile, time-limited role responsible for leading a borough-wide review of approximately 79 HRA-funded community halls and community spaces.
The review forms part of Hackney’s wider Who Owns Hackney programme and will help shape the future use, investment and management of these important community assets.
We are looking for someone who can quickly get to grips with a complex portfolio, bring together technical, financial, operational and community evidence, and turn this into clear, practical recommendations and a deliverable long-term strategy.
About The Programme And Why This Role Exists
Hackney’s community halls provide important spaces for resident activity, voluntary and community organisations, local services, events and other community uses.
The portfolio has developed over many years and includes Council-managed halls, TRA and locally managed halls, and a range of other management and governance arrangements.
Information about the portfolio is currently held across different services and systems, with varying levels of information available about asset condition, financial performance, governance, utilisation and future investment requirements.
The Council is therefore undertaking a comprehensive Strategic Review to establish a single evidence base and develop a long-term approach to the portfolio.
The Capital Project Manager will lead this work, working closely with Property and Asset Management, Regeneration, Resident Participation, Community Halls, elected Members, residents and community organisations.

In This Role, You Will
- Lead the borough-wide Community Halls Strategic Review from mobilisation through to final recommendations and implementation planning.
- Establish a robust hall-by-hall evidence base covering asset condition, ownership, management arrangements, finances, utilisation and community value.
- Work with Property and Asset Management to interpret updated stock condition information and translate findings into strategic investment priorities.
- Review existing governance, leases, licences and management arrangements and develop recommendations for future operating models.
- Manage project governance, risks, dependencies, milestones and reporting.
- Prepare clear reports and recommendations for senior officers, elected Members and relevant governance boards.

We Are Looking For Someone Who Can Demonstrate
- Strong project and programme management skills, with a track record of delivering to time, cost and quality.
- Experience of developing options appraisals, business cases and investment programmes.
- Strong analytical skills and the ability to bring together incomplete or conflicting technical, financial and operational evidence.
- Experience of financial analysis, budget management and assessing value for money.
- Strong stakeholder management skills, including working with senior officers, elected Members, residents, community organisations and technical specialists.
- Strong professional judgement and the confidence to provide clear, evidence-based recommendations, including where these may be challenging or unpopular.

This is a 12-month fixed-term post based within the Comunity Halls team, Tenancy Services.
The role will require regular working across Hackney, including visits to community halls and attendance at resident, stakeholder and Member meetings. Some evening attendance may occasionally be required.
We are looking for someone who can establish credibility quickly, work independently, maintain momentum and take ownership of a complex programme.
