HSDC is seeking an experienced, commercially minded and highly organised Capital Project Manager to join our Facilities & Estates team.
This is an exciting opportunity to take a leading role in shaping the future of one of the South's largest Further Education colleges through the successful delivery of an ambitious capital investment programme.
Reporting to the Director of Facilities & Estates, you will provide professional leadership for the planning, governance and delivery of capital projects across our three-campus estate. Acting as the College's client representative, you will lead projects from initial concept through to completion, ensuring they are delivered safely, on time, within budget and in accordance with statutory, regulatory and governance requirements.
Working collaboratively with curriculum leaders, professional services, consultants and contractors, you will help create modern, sustainable and inspiring learning environments that directly enhance the experience of our students, staff and wider community.
Whether delivering major refurbishment schemes, estate modernisation projects, sustainability initiatives or new capital investment, this role offers the opportunity to make a visible and lasting impact across the College.
Responsibilities
- Lead the successful planning and delivery of the College's capital investment programme across multiple projects.
- Manage projects through the full lifecycle, including feasibility, business case development, design, procurement, construction, commissioning, handover and post-project evaluation.
- Act as the College's client representative, providing professional oversight of consultants, contractors and specialist advisers.
- Develop robust project plans, budgets, programmes and governance arrangements to ensure successful project delivery.
- Lead procurement and contract management activities, ensuring value for money and compliance with procurement legislation and College Financial Regulations.
- Monitor project performance, expenditure, risks and programme delivery, providing regular reports and recommendations to senior leaders.
- Ensure all projects comply with Construction (Design and Management) Regulations (CDM), Health & Safety legislation and other statutory requirements.
- Work closely with colleagues across the College to ensure projects support teaching, learning and operational priorities whilst minimising disruption.
- Support delivery of the College's Estates Strategy, Sustainability Strategy and Net Zero ambitions through innovative capital investment.
- Champion continuous improvement, capturing lessons learned and embedding best practice across future capital projects.

We are seeking an experienced and credible project professional with the ability to successfully manage complex capital projects within a regulated environment.
You Will Ideally Have
- A degree or equivalent professional qualification in Project Management, Construction, Building Surveying, Quantity Surveying, Engineering, Estates Management or a related discipline.
- A recognised Project Management qualification (such as PRINCE2 Practitioner, APM PMQ or equivalent).
- Significant experience delivering capital, construction or major refurbishment projects from inception through to completion.
- Experience managing consultants, contractors and professional advisers.
- Strong financial and commercial awareness, including project budgeting, procurement and contract management.
- Excellent knowledge of project governance, programme management and risk management.
- Sound understanding of Construction (Design and Management) Regulations (CDM), Health & Safety legislation and statutory compliance.
- Excellent communication, stakeholder management and influencing skills, with the ability to build strong working relationships across a diverse organisation.
- A proactive, organised and solutions-focused approach, with the ability to manage multiple priorities and deliver results in a fast-paced environment.
- Experience within Further Education is essential.
