The Clock Tower Sanctuary
The Clock Tower Sanctuary is the only drop-in day centre in Brighton supporting young people experiencing homelessness.
Main Purpose of the Role
The Centre Manager is responsible for the operational leadership of the CTS Day Centre, ensuring the delivery of safe, effective and person-centred services for young people experiencing homelessness and housing insecurity.
Working closely with the Services Manager, the postholder will lead and support frontline staff and volunteers, oversee the day-to-day running of the centre, manage safeguarding and crisis responses, and contribute to the ongoing development of services. The role is pivotal in ensuring that young people receive high-quality support while maintaining a welcoming, safe and inclusive environment.
Key Responsibilities
Leadership and Staff Management
- Provide effective leadership, supervision and support to three Duty Coordinators and the Volunteer Coordinator.
- Conduct regular one-to-one supervision meetings, performance reviews and development planning.
- Oversee staff rotas, annual leave, training and time off in lieu arrangements to ensure adequate service coverage.
- Support Duty Coordinators with key working, client assessments, recording and reporting requirements, and use of the Inform case management system.
- Support the Volunteer Coordinator in the planning and delivery of activities and volunteer-led programmes.
- Foster a positive, collaborative and inclusive team culture that promotes high standards of practice and continuous improvement.
- Identify learning and development opportunities for staff and contribute to workforce development planning.
Service Delivery and Operational Management
- Lead the day-to-day operation of the Day Centre, ensuring services are delivered safely, effectively and in line with organisational policies and procedures.
- Ensure appropriate staffing and volunteer cover is in place to maintain service continuity.
- Monitor service quality and address operational issues in a timely and effective manner.
- Maintain a safe, welcoming and well-maintained environment for young people, staff and volunteers.
- Identify, report and follow up on maintenance, health and safety or building-related concerns.
- Support the Services Manager in developing and improving service delivery to meet the changing needs of young people.
- Overseeing budgets for crisis support and client home comforts.
- Managing your team to ensure health and safety in the kitchen that meets Environmental Health standards.
- Overseeing that there are adequate food supplies for clients to receive a good home cooked lunch every day.
- Overseeing morning and afternoon briefings and de-briefings.
- Have a willingness to undertake Food Hygiene Cert level 2.
- Oversee the building maintenance, repairs and Health and Safety for the centre along with the Facilities and Administration Support Officer.

Safeguarding and Crisis Management
- Act as the Designated Safeguarding Lead for the Day Centre.
- Provide advice, guidance and decision-making support to staff in relation to safeguarding concerns.
- Oversee and coordinate responses to young people presenting in crisis.
- Undertake assessments and triage of clients requiring urgent intervention or additional support.
- Ensure safeguarding concerns are identified, recorded and managed in accordance with organisational policies and statutory responsibilities.
- Support staff to manage complex cases and maintain appropriate professional boundaries.
- Provide reflective debriefing and practical support to staff following complex or critical incidents.
- Ensure high-quality risk assessments, safeguarding records and crisis reports are completed accurately and in a timely manner.
- Support staff to develop confidence and consistency in safeguarding practice, risk assessment and professional decision-making through coaching and guidance.
- Identify patterns and emerging trends in safeguarding concerns and crisis presentations, using data and learning to inform preventative interventions, service improvements and staff development.

Partnership Working
- Develop and maintain effective working relationships with partner organisations and statutory services.
- Liaise with housing providers, local authority teams, mental health services, substance misuse services, criminal justice agencies, domestic abuse services and other relevant partners.
- Attend and contribute to multi-agency meetings and forums representing CTS.
- Advocate on behalf of young people to support positive outcomes and access to services.
Quality, Monitoring and Service Development
- Contribute to organisational monitoring, evaluation and reporting requirements, ensuring accurate data collection and analysis.
- Support the Services Manager in identifying service improvements and implementing new initiatives.
- Oversee the annual client satisfaction survey and contribute to the analysis and use of findings.
- Support the development of Youth Voice initiatives, ensuring young people have meaningful opportunities to shape service delivery.
- Contribute to funding reports and evidence gathering where required.
- Promote a culture of continuous improvement and reflective practice.
General Responsibilities
- Work collaboratively with the wider Services Team to support young people in achieving positive outcomes and moving on from services.
- Participate in supervision, appraisals, team meetings, away days and training as required.
- Uphold CTS values, policies and procedures at all times.
- Undertake any other duties reasonably required and consistent with the nature and level of the role.
