Job Summary
We are looking for a Change and Problem Manager to join our Service Management Team.
The post holder will be responsible for the continuous management, assessment, and planning of IT-related changes, together with oversight of the Problem Management process. You will investigate patterns and trends to support the resolution of identified problems and engage with stakeholders, suppliers, and business colleagues to ensure changes are effectively planned and delivered. You will lead the Change Advisory Board (CAB), ensuring technical changes and releases are appropriately risk assessed, scheduled, and processed within prescribed timescales.
You will be responsible for reviewing changes with the relevant business teams, ensuring they are fit for purpose and aligned to organisational requirements. Using the IT Service Management tool, you will review and manage changes throughout their lifecycle, ensuring they are processed and planned in line with agreed timescales, while providing management reports, trend analysis, and dashboard reviews. With a flexible approach and a focus on continuous service improvement, you will identify opportunities to enhance service management processes, provide advice and guidance to colleagues, and oversee testing when enhancements and changes are made to the tool. The successful candidate will work closely with colleagues and suppliers to clarify requirements and ensure all changes are fully planned and prepared, while developing an understanding of Ofsted and wider government change management policies and practices to ensure all changes are aligned. The role also includes line management responsibilities.

- Strong service management framework knowledge (ITIL) working within Change, Problem, or Incident Management in an IT environment.
- Demonstrate experience in reviewing, assessing, and prioritising consistently and communicating clearly to minimise risks and ensure the impact of change is understood.
- Experience of Service Governance, inc. Change & Problem Management oversight, risk & compliance management, service performance analysis, service improvement, & governance of operational processes to improve service stability, efficiency, & quality.

Selection Process Details
This vacancy is using Success Profiles, and will assess your Behaviours, Experience, and Technical skills.
Application and Shortlisting
The selection panel will assess your application based on the evidence you have provided against the essential/desirable criteria as set out in the person specification.
You will also be asked to provide information within the “Employer/Activity History” section of the application form. This information is equivalent to the information you would provide on a CV setting out your career history (this may be used in the sifting process).
Interviews
Candidates who pass the benchmark at the shortlisting stage will be invited to an interview where you will be assessed against a combination of the Civil Service behaviours and the technical/experience skills set out in section 3 of the job specification.
We will invite the most suitable candidates for an interview on the week commencing Monday 5 October 2026.
