Change Delivery Manager

About The Role

At West Northamptonshire Council, we're committed to creating modern, efficient and customer-focused services that make a real difference to our residents and communities. As a Change Delivery Manager, you'll play a key role in leading the delivery of complex technical programmes and projects across our Digital, Technology & Innovation service, helping to drive transformation and innovation across the organisation.

This is an exciting opportunity for an experienced delivery professional looking to influence how technology-enabled change is delivered across the Council and our partner organisations. Working within our Digital, Data & Technology leadership team, you'll help shape delivery approaches, strengthen capability and ensure projects consistently deliver value, quality and measurable outcomes.

What will you be doing?

  • You’ll lead the delivery of a portfolio of complex digital, data and technology projects, ensuring outcomes are delivered to agreed timescales, budgets and quality standards. Working closely with senior stakeholders, project teams and partner organisations, you'll establish and improve delivery frameworks, oversee project performance and ensure robust governance, risk management and reporting processes are in place.
  • A key part of the role will involve leading and developing a team of delivery specialists, project professionals and technical teams, creating a high-performing delivery culture focused on continuous improvement. You'll champion effective delivery practices, support organisational change and help ensure technology projects successfully transition into operational services that deliver lasting value.
  • You'll also act as a trusted adviser to senior leaders, helping to prioritise work, manage competing demands and identify opportunities for innovation, efficiency and service improvement. Through strong leadership and collaboration, you'll help shape the future of digital delivery across West Northamptonshire Council.

About You

  • You’re an experienced programme or delivery leader with a strong track record of successfully delivering complex technology, systems and data projects. You have experience leading multidisciplinary teams and are comfortable operating within large, complex environments where stakeholder management, prioritisation and strategic thinking are critical.
  • You bring excellent communication, influencing and leadership skills, with the ability to build trust and credibility at all levels of an organisation. You’re confident managing competing priorities, navigating complexity and driving teams towards successful outcomes while maintaining a strong focus on quality, value for money and customer experience.
  • You'll have a strong understanding of project delivery frameworks, service improvement and change management methodologies, together with a passion for continuous improvement and innovation. Most importantly, you'll share our THRIVE values and our ambition to deliver exceptional services through technology, transformation and collaboration
