We have an exciting opportunity for an experienced Change Framework Implementation & Transition Lead to manage the design, mobilisation and implementation of Royal London’s evolved Change Framework and supporting delivery methods. You will turn our future ways of working into practical standards, governance, roles and implementation plans, with a particular focus on Lean Portfolio Management and agile delivery at scale.

Working on behalf of the Head of Change Framework & Methods, you will bring together colleagues across Technology, Finance, People, customer value streams, the PMO and the three lines of defence. You will create the foundations, roadmap and enduring capability needed to embed the framework successfully and sustain it beyond this time-bound assignment.


About You

You are a strategic, collaborative leader who can simplify complex challenges and turn future-state thinking into practical, sustainable change. Comfortable operating across organisational boundaries, you build trusted relationships, provide constructive challenge and maintain momentum in an ambiguous environment.

Experience in a regulated environment will help you balance pace with proportionate governance, assurance and risk management.


What You’ll Be Doing

  • Lead the design and implementation of the evolved Change Framework, aligned to the target operating model, Lean Portfolio Management and agile delivery at scale alongside the Ways of Working Programme Team, and the Head of Change Framework & Methods.
  • Translate future ways of working into clear delivery methods, governance, decision rights, standards, controls and practical guidance.
  • Own an integrated implementation roadmap and prioritised backlog, managing dependencies, sequencing, decisions and transition activity (in line with the evolution of change ways of working and methods).
  • Shape the target portfolio model and phased migration approach, including implications for funding, capacity, tooling, reporting and governance.
  • Help define future change capabilities, roles and accountabilities, working with People and functional leaders to support reskilling, recruitment and transition.
  • Help establish the permanent Change Framework & Methods team, including its mandate, structure, services, governance and sustainable ownership arrangements.
  • Align the Change Policy and first-line assurance approach with the future framework, working effectively across all three lines of defence.
  • Lead pilots, adoption activity and continuous improvement, using evidence and feedback to refine the framework.
  • Manage colleagues, budget and supplier spend, creating an inclusive, high-performing environment focused on strong customer and business outcomes.

What We’re Looking For

  • Significant experience designing, implementing and managing enterprise change frameworks and changes to delivery methods.
  • Strong knowledge of Lean Portfolio Management and agile-at-scale operating models.
  • Experience translating target operating models into practical governance, roles, processes and ways of working.
  • A strong understanding of portfolio management, prioritisation and change governance.
  • Experience leading complex organisational change and implementation programmes.
  • Knowledge of risk, assurance and policy frameworks within a regulated environment.
  • Excellent influencing, stakeholder management, communication and facilitation skills.
  • A pragmatic, resilient and outcome-focused approach, with the confidence to challenge constructively.
