Introduction to the Role
This is a distinctive role at the heart of the Lloyd’s market, leading change and project activity on behalf of LMA members. Working closely with LMA committees, the role helps shape and deliver initiatives that improve how the market operates. It also represents the market’s interests through oversight of key suppliers and services, including Velonetic, PPL, Whitespace and LIMOSS.
The role offers a unique opportunity to help shape the future of the Lloyd’s market. Working with senior stakeholders, suppliers and delivery partners, there is significant scope to turn ideas into practical outcomes that benefit the market as a whole. From market modernisation and digitisation initiatives to improvements in standards, processes and services, the impact of the role is broad and highly visible.
Following the “sunsetting” of Blueprint Two, the market is at an important point in its modernisation journey, creating opportunities to deliver meaningful improvements in standards, data, digitisation, process simplification and emerging technology.
The LMA is a small organisation with significant market reach and impact. This is a hands-on role, working directly with market stakeholders, committees and external delivery partners rather than through a large internal project team. Success will come from influencing outcomes without direct authority, remaining close to the detail and taking personal ownership of moving work forward. It is ideally suited to someone who enjoys building support for change, providing constructive challenge and making a tangible difference across the market.
Introduction to the Lloyd's Market Association (LMA)
The Lloyd’s Market Association (LMA) represents the interests of 50+ Lloyd’s managing agents and members’ agents.
The purpose of the LMA is to make the market a better place and in so doing, maintain the Lloyd’s market’s position as the pre-eminent leader in specialty and commercial risk. We sit at the centre of the Lloyd’s market, a world-leading global marketplace for complex risk.
We seek to make the market a better place in five fundamental ways. First, we advocate on behalf of our members with key stakeholders, including governments, regulators and the Corporation of Lloyd’s. Second, our work spans technical and professional support, from developing model policy wordings to providing guidance on regulatory and legislative requirements.

Job Purpose
Lead change activity on behalf of the Lloyd's market and provide oversight of key market suppliers and services. Working closely with committees, members, suppliers and delivery partners, the role helps shape and deliver initiatives that improve how the market operates. The role is responsible for building support for change, providing constructive challenge and turning ideas into practical outcomes that make the market a better place.
Key Responsibilities
- Lead market change: Lead a portfolio of market change initiatives from early idea and business case through to delivery, adoption and continuous improvement. This will include modernisation, digitisation, standards and process improvement initiatives designed to make the Lloyd’s market better.
- Provide supplier oversight: Represent the market’s interests by overseeing the run, change and risk elements of key suppliers and services, including the £100m+ central Velonetic contract and its associated governance. Monitor service performance, incidents and operational risks, ensuring potential market impacts are understood and addressed.
- Provide effective governance and challenge: Review and constructively challenge business cases, project initiation documents, budgets, delivery and testing plans, risks and other change materials. Apply appropriate oversight based on the scale, complexity and risk of each initiative rather than imposing a single approach.
- Shape and secure support for change: Work with LMA leaders and subject-matter experts to translate ideas and requirements into practical, deliverable plans. Secure the sponsorship, support and direction of relevant LMA committees and present business cases and recommendations to committees and the LMA Board where required.
- Lead through partners and influence: Work with suppliers, consultants and specialist delivery partners to maintain direction and momentum across multiple projects and workstreams. Build support across managing agents, Lloyd’s and other market stakeholders where the LMA influences outcomes but does not have direct authority.
- Improve the LMA’s approach to change: Act as the LMA’s change subject-matter expert, supporting colleagues with internal and market-facing projects and championing practical improvements to change governance, processes, standards and reporting. Support the transition of delivered services and capabilities into ongoing market ownership, including future funding and improvement arrangements.

Person Specification
Education and Qualifications
A recognised qualification in project, programme or change management, or equivalent practical experience. This may include Agile, PRINCE2, PMP, Waterfall or another recognised approach. No single methodology is preferred or required.
Having an awareness and understanding of the different approaches and the ability to apply them pragmatically is more important than holding a particular qualification.
Technical Skills, Experience and Knowledge
- Broad experience of programme, portfolio or change management across a range of project types and delivery methodologies, with the ability to apply a pragmatic and proportionate approach.
- Strong understanding of project and programme governance, including business cases, project initiation documents, budgets, delivery and testing plans, risks, dependencies and reporting.
- Ability to assess project documentation critically, identify risks and gaps, and provide constructive, evidence-based challenge and recommendations.
- Experience of overseeing suppliers and externally delivered services, including service performance, change, risk and governance.
- Ability to manage multiple suppliers, projects and workstreams simultaneously while maintaining visibility of priorities, progress, risks and intended outcomes.
- Understanding of the Lloyd’s market structure and the roles of managing agents, brokers, coverholders, Lloyd’s, the LMA, suppliers, associations and regulators.
- Ability to translate complex or technical information into clear business requirements, recommendations and decisions.
- Confidence presenting business cases, proposals and recommendations to senior stakeholders, committees and boards.
- Relevant experience within the Lloyd’s market or an organisation that works closely with it, such as Lloyd’s, a managing agent, broker, coverholder, consultancy, market supplier, association or technology provider.
- Relevant experience in programme management, portfolio management, change leadership or a senior portfolio PMO role, with responsibility for multiple projects or workstreams.
- Experience of leading or overseeing change delivered through third-party suppliers, consultants or delivery partners, including using supplier reporting to track progress, risks and performance.
- Experience of reviewing and challenging project governance, plans, budgets, risks, reporting and delivery materials.
- Experience of building support for change across complex stakeholder groups where outcomes must be achieved through influence rather than direct authority.
- Experience of supporting change from business case development and funding approval through to delivery, adoption and ongoing improvement.
- Experience of presenting to and working with senior stakeholders, governance groups, committees or boards.

The role is likely to suit an early career Head of Change, an experienced Programme Manager or senior PMO Manager who is ready to broaden their market influence and change leadership responsibilities.
The successful candidate does not need to be a deep insurance subject-matter expert or an existing Velonetic specialist. However, they must understand Lloyd’s market terminology, structures and governance sufficiently to establish credibility with stakeholders and operate effectively from an early stage.
