Strategic Change Manager

A prestigious public sector organisation in central London is currently recruiting for a Strategic Change Manager to join the organisation on an initial 6-month contract.

This role will be offered at £600 - £650 per day umbrella with a hybrid working policy of 3 days attendance per week.

This role offers a unique opportunity to play a leading role in one of the largest and most ambitious transformation portfolios within local government, supporting the delivery of strategic priorities, organisational change and service improvement initiatives across a complex and diverse organisation.

The organisation is undergoing significant transformation and is investing heavily in its ability to deliver sustainable change, improve services and strengthen organisational capability. As a result, effective change leadership has been identified as a critical factor in ensuring transformation programmes deliver lasting benefits and meaningful outcomes.

Working across multiple departments and services, the Strategic Change Manager will lead the people, organisational and cultural aspects of complex transformation programmes, ensuring change is adopted successfully and embedded effectively across the organisation.

Reporting to the Head of Transformation, and partnering closely with senior leaders, programme teams and stakeholders across the organisation, this role will provide strategic leadership, challenge and assurance to ensure transformation activity delivers sustainable business outcomes and measurable benefits.

This is a highly visible role offering the opportunity to influence senior decision-making, shape organisational strategy and play a key role in delivering transformation at scale.

The Ideal Candidate

You will be an experienced change management professional with a proven track record of leading complex transformation and organisational change programmes within large and complex organisations.

You will be comfortable operating at senior leadership level, influencing stakeholders, facilitating strategic discussions and building alignment across multiple business areas. Experience delivering change within public sector, local government or similarly complex environments would be highly advantageous.

You will possess exceptional stakeholder engagement, communication and change leadership skills, together with the ability to balance strategic thinking with hands-on delivery.

Key Responsibilities and Accountabilities

  • Lead the development and delivery of change strategies, plans and interventions supporting major transformation programmes.
  • Provide expert advice to senior stakeholders on the organisational, cultural, operational and people impacts of change.
  • Ensure transformation activity aligns with corporate priorities, strategic objectives and organisational goals.
  • Support the development of future operating models, service redesign and organisational transformation initiatives.
  • Influence programme and project business cases to ensure change impacts, adoption requirements and benefits are fully considered.
  • Develop and implement stakeholder engagement strategies for complex and high-profile transformation programmes.
  • Facilitate leadership discussions to build alignment, commitment and ownership of transformation objectives.
  • Lead organisational readiness assessments and develop targeted interventions to improve adoption and implementation success.
  • Design and oversee change impact assessments across people, process, technology, governance and culture.
  • Provide assurance on programme readiness, stakeholder engagement and adoption risks across a portfolio of change activity.
  • Support benefits realisation by developing measures, monitoring performance and evaluating transformation outcomes.
  • Produce reports, insights and recommendations for senior leadership teams, governance boards and key stakeholders.
  • Build organisational capability in change management through coaching, mentoring and leadership development initiatives.
  • Contribute to the continuous improvement of transformation frameworks, methodologies, standards and tools.

Skills and Experience

  • Significant experience leading organisational change and transformation programmes within large, complex organisations.
  • Proven track record of developing and implementing enterprise-wide change strategies.
  • Demonstrable experience influencing senior stakeholders and executive leadership teams.
  • Strong understanding of organisational change management, stakeholder engagement and business transformation methodologies.
  • Experience leading organisational readiness assessments and change impact analysis.
  • Experience supporting business case development, programme mobilisation and benefits realisation activities.
  • Strong analytical and problem-solving skills with the ability to translate complex information into practical recommendations.
  • Experience operating across multiple programmes and managing competing priorities within a transformation portfolio.
  • Excellent communication, facilitation and relationship-building skills.
  • Experience developing organisational change capability and supporting leaders through periods of significant transformation.
  • Knowledge of public sector or local government environments would be highly desirable.
