Transformation in Police Scotland is responsible for designing, governing and delivering the organisational changes, technology improvements and business modernisation needed to achieve Vision 2030 and create a safer, more effective and sustainable police service.
This role is responsible for leading and embedding business change across complex transformation programmes, ensuring that new ways of working are successfully implemented and sustained within operational areas. This role works closely with senior stakeholders, project teams and business leaders to assess impacts, manage risks and dependencies, and deliver effective change strategies that minimise disruption to day-to-day operations while maximising strategic benefits.
The role leads the people side of change. Key responsibilities include developing and delivering change management plans, communication and stakeholder engagement activities; supporting national and local project implementation; preparing business areas for transition; and ensuring benefits are realised through successful adoption and embedding of change.
The role also provides expert advice on organisational impacts, monitors implementation effectiveness, and captures lessons learned to support continuous improvement and future transformation initiatives.

Operating at the forefront of Police Scotland's transformation journey, you'll partner with senior leaders, wider portfolio teams and external partners to shape the systems and processes that enable successful change. Through innovation, continuous improvement and expert guidance, you'll drive smarter ways of working, strengthen portfolio performance and help deliver transformational outcomes that have a lasting impact across the organisation.
Key Responsibilities:
- Lead and develop appropriate business change activities to manage and oversee the national and local implementation of projects, ensuring appropriate strategies are employed in line with business objectives.
- Support relevant divisional stakeholders (e.g. DCC, ACC’s etc) to understand the impacts of planned changes, advise on planned implementation timelines; training plans; communication and engagement plans, and ensure implementation and embedding is.
- Prepare affected business areas for the transition, understanding the business area requirements and strategic business agenda, optimising the timing release of project deliverables into business operations.
- Utilise change management methodologies to evaluate the effectiveness of the implementation and embedding of new ways of working.
- Conduct specific change lessons learned to manage possible future replicability and scalability of the approach.
