Job Purpose:
You are accountable for providing strategic leadership of business change management across complex digital, data and organisational transformation initiatives, ensuring change is understood, adopted and embedded successfully, and that intended benefits are realised. You will act as the senior business change lead for assigned projects and programmes, shaping change strategies, providing expert advice and assurance, and supporting senior leaders to make informed decisions on organisational readiness, implementation and adoption.
Working with senior leaders, SROs, delivery teams and business stakeholders, you will ensure the organisation has the capacity, capability and commitment required to implement sustainable change. You will champion best practice change management, establish consistent standards and approaches, and act as the senior bridge between delivery teams and the business to maximise successful outcomes from change.
Key Responsibilities:
Strategic Business Change Leadership
- Provide visible and effective leadership of business change management across complex projects and programmes, establishing change strategies, standards and approaches that align with organisational priorities and delivery objectives.
Change Planning, Readiness and Assurance
- Lead the development and delivery of integrated change plans, ensuring business impacts, dependencies, readiness requirements and implementation risks are identified, managed and reported. Define and assure business readiness criteria, providing evidence-based recommendations to support implementation and go-live decisions.
Change Products and Governance
- Lead the development, quality assurance and application of change management products, including impact assessments, stakeholder analyses, engagement plans, readiness assessments, transition plans and adoption measures. Ensure change activity is governed and assured in line with organisational standards.

Benefits Realisation and Adoption
- Work with delivery teams, business owners and benefits owners to ensure change activity supports the successful adoption of new processes, services and ways of working, enabling intended benefits and outcomes to be realised and sustained.
Senior Stakeholder Engagement and Influence
- Build and maintain effective relationships with senior leaders, budget holders, business owners, operational teams, delivery professionals, technical specialists, delivery partners and user communities. Provide constructive challenge, negotiate solutions and secure commitment where priorities, risks or impacts differ.
Communications, Learning and Capability Building
- Work with communications and learning colleagues to ensure effective stakeholder engagement, change communications, knowledge transfer and capability-building activities are delivered to support successful implementation and adoption.
Change Advisory and Delivery Integration
- Provide specialist business change expertise to project, programme, product and delivery teams, ensuring business impacts, user needs and operational considerations are understood and addressed throughout the delivery lifecycle.
Professional Leadership
- Champion best practice business change management across the organisation, providing coaching, guidance and professional leadership to colleagues and delivery teams and supporting the continuous improvement of change management capability.
Essential Criteria
Ability:
- Ability to provide strategic leadership of business change management across complex projects, programmes and portfolios.
- Ability to influence, negotiate with and constructively challenge senior stakeholders, securing commitment to change outcomes where priorities and interests differ.
- Ability to assess organisational readiness, identify adoption risks and make evidence-based recommendations to support implementation decisions.
- Ability to translate strategic objectives into practical change approaches that deliver sustainable outcomes and measurable benefits.

Experience
- Experience leading business change activity for complex digital, data, technology or organisational transformation initiatives.
- Experience developing and applying change management products, including impact assessments, stakeholder engagement plans, readiness assessments, transition plans and adoption measures.
- Experience working with senior leaders, business owners, delivery teams and delivery partners to support implementation, adoption and benefits realisation.
- Experience managing diverse stakeholder groups, including senior responsible owners, operational leaders, budget holders, technical specialists, delivery professionals and end users.
- Experience applying recognised change management frameworks and methodologies such as Prosci, ADKAR, APMG Change Management, Change Management Institute (CMI) frameworks, or equivalent.
- Experience operating in ambiguity and complexity, managing organisational impacts, implementation risks and competing priorities.
Technical
- Knowledge and practical application of recognised business change management methodologies and frameworks, such as Prosci, ADKAR, APMG Change Management, Change Management Institute (CMI) Body of Knowledge, or equivalent.
- Strong understanding of organisational change, stakeholder engagement, change impact assessment, business readiness, implementation, adoption and benefits realisation disciplines.
- Knowledge of digital, data and technology delivery environments, including Agile, project and programme delivery approaches, and how business change supports successful service transformation.
- Knowledge of benefits management, governance, assurance, risk and issue management practices associated with complex organisational change initiatives.
- Ability to use data, insight and digital tools to assess organisational readiness, monitor adoption, evaluate change effectiveness and support evidence-based decision-making.
- Knowledge of stakeholder engagement approaches, including stakeholder identification, analysis, mapping and engagement planning across complex organisational environments.
