Change Manager - Insurance & Reinsurance Transformation Consulting

Role Overview

We are seeking an experienced Change Manager to lead and deliver large-scale business and technology transformation programmes across Insurance, Reinsurance, London Market, and Specialty Insurance clients.

The successful candidate will play a key role in driving organisational change, Agile transformation initiatives, Target Operating Model (TOM) design and implementation, and post-merger or strategic integration programmes. Working closely with executive stakeholders, programme leadership, business teams, and technology partners, the Change Manager will ensure successful adoption of new operating models, processes, systems, and ways of working.

This role requires a proven track record of delivering complex transformation programmes within highly regulated insurance environments, with the ability to influence senior stakeholders and manage change across multiple business functions including Underwriting, Claims, Finance, Actuarial, Operations, Data, and Technology.

Key Responsibilities

Change & Transformation Leadership

  • Lead organisational change activities across strategic transformation programmes.
  • Develop and execute comprehensive change management strategies, communication plans, stakeholder engagement plans, and adoption frameworks.
  • Assess organisational readiness and implement interventions to support successful change adoption.
  • Establish and monitor change KPIs, adoption metrics, and business outcomes.
  • Manage resistance to change and support leadership teams throughout transformation initiatives.

Agile Transformation

  • Support organisations transitioning to Agile ways of working, including Scrum, Kanban, SAFe, or hybrid delivery models.
  • Drive Agile maturity assessments and transformation roadmaps.
  • Facilitate workshops and coaching sessions across business and technology teams.
  • Embed Agile governance, delivery practices, and continuous improvement methodologies.
  • Partner with Product Owners, Scrum Masters, and Programme Managers to ensure effective delivery and stakeholder alignment.

Target Operating Model (TOM) Design & Implementation

  • Lead the design, validation, and implementation of Target Operating Models across people, process, technology, governance, and data.
  • Conduct current-state assessments and gap analysis.
  • Facilitate operating model workshops with senior stakeholders.
  • Develop TOM artefacts including:
    • Operating Model Blueprints
    • Process Maps
    • Governance Frameworks
    • RACI Matrices
    • Service Models
    • Organisational Design Structures
  • Ensure successful transition from current-state to future-state operations.

Integration Programme Delivery

  • Lead business integration activities associated with mergers, acquisitions, outsourcing initiatives, and strategic transformation programmes.
  • Coordinate cross-functional workstreams to ensure seamless integration of:
    • People, Processes, Systems, Data & Governance
  • Support business readiness planning and post-integration stabilisation.
  • Manage interdependencies, risks, issues, and stakeholder impacts throughout the integration lifecycle.
  • Drive delivery against agreed milestones and transformation objectives.

Stakeholder Management

  • Build trusted relationships with Executive Sponsors, Programme Directors, Business Leaders, and Technology Teams.
  • Facilitate senior steering committees and governance forums.
  • Deliver clear and concise reporting on programme progress, risks, and benefits realisation.
  • Influence decision-making and secure stakeholder buy-in at all levels of the organisation.

Delivery & Governance

  • Support end-to-end programme and project delivery activities.
  • Maintain RAID logs, programme plans, and governance documentation.
  • Ensure compliance with regulatory requirements including FCA, PRA, Lloyd's, Solvency II, and operational resilience expectations.
  • Drive best practice across transformation, change management, and programme delivery disciplines.

Required Experience

  • Proven experience as a Change Manager, Transformation Manager, Business Change Lead, or Organisational Change Consultant.
  • Extensive experience delivering complex business and technology transformation programmes.
  • Demonstrable experience leading Agile transformation initiatives.
  • Strong experience designing and implementing Target Operating Models (TOMs).
  • Proven track record delivering post-merger, acquisition, or strategic integration programmes.
  • Experience working within Insurance, Reinsurance, London Market, or Financial Services organisations.
  • Strong stakeholder management skills with experience engaging C-Suite and Executive-level audiences.
  • Experience managing organisational impacts across business operations, technology, data, finance, underwriting, and claims functions.
  • Excellent facilitation, communication, and presentation skills.
  • Strong analytical, problem-solving, and programme governance capabilities.
