The Metropolitan Police Service is currently recruiting for a Change Manager within the People Directorate for an initial 6 month contract.

The role will be based in London, with hybrid working of 3 days office attendance per week. The rate for this role will be £440 per day umbrella.

It is a key position supporting the implementation and embedding of the new People Directorate operating model and wider transformation activity.

The ideal candidate will be an experienced change professional with a track record of delivering complex people-focused transformation programmes within HR, Learning & Development, or wider People functions.

You will be highly organised, delivery-focused, and comfortable operating in a large and complex environment where multiple workstreams, stakeholders and priorities must be coordinated simultaneously.

You will have experience supporting operating model change, process redesign, service improvement and organisational transformation, with the ability to translate strategic decisions into practical implementation plans. Strong stakeholder engagement skills are essential, along with the ability to balance pace of delivery with effective adoption and long-term sustainability.

Experience working within a large public sector or regulated organisation would be beneficial, although candidates from other complex environments will also be considered. Most importantly, you will be able to engage, influence and challenge stakeholders at all levels while ensuring change is successfully embedded into business-as-usual operations.

Key responsibilities

On a day-to-day basis you will have five primary areas of responsibility:

  • Change delivery and implementation
    • Support the implementation of the new People Directorate operating model and wider transformation initiatives.
    • Develop detailed delivery plans, manage milestones, risks, issues and dependencies.
    • Coordinate change activity across multiple workstreams, including operating model design, people transition and enabling functions.
    • Translate approved organisational decisions into practical implementation, transition and adoption plans.
    • Work closely with senior leaders and workstream leads to assess impacts and ensure effective delivery.

  • Embedding and adoption

    • Develop and deliver structured change, communication and engagement plans.
    • Conduct stakeholder analysis and deliver workshops, briefings, consultation sessions and co-design activities.
    • Monitor readiness and adoption levels and identify interventions to address resistance or capability gaps.
    • Ensure new policies, processes and ways of working are embedded into business-as-usual operations.
  • People insight, workforce planning and service design

    • Translate workforce and people insights into practical implementation and service improvement plans.
    • Support People Directorate planning cycles through delivery insight and implementation feasibility assessments.
    • Map employee and learner journeys to identify opportunities for process and service improvements.
    • Provide progress updates, reporting and delivery insight to senior stakeholders.
  • Financial, commissioning and supplier support

    • Support commissioned People and learning services by coordinating transition plans and delivery activities.
    • Monitor programme performance against agreed service, people, financial and operational measures.
    • Support externally funded programmes and ensure delivery plans maximise value and compliance.
  • Performance monitoring and continuous improvement

    • Track delivery progress, risks, dependencies, benefits and key decisions across assigned initiatives.
    • Maintain project documentation including delivery plans, risk logs and mitigation actions.
    • Use qualitative and quantitative feedback to refine implementation approaches and improve outcomes.
    • Identify opportunities for continuous improvement across People services, systems and processes.

Scope for impact

This role will play a critical part in moving the new People Directorate operating model from design into successful implementation. You will help ensure change is coordinated effectively, impacts are understood, stakeholders are engaged, and intended benefits are realised.

Beyond implementation, you will support the People Directorate's wider programme of change and continuous improvement, helping deliver more connected, resilient and effective People services that contribute to the Met's priorities of more trust, less crime and high standards.

Experience & Skills Required

  • Experience delivering complex change initiatives within HR, Learning & Development or wider People functions.
  • Experience supporting operating model transformation, service redesign, workforce change or continuous improvement programmes.
  • Strong change management capability with a focus on implementation, stakeholder engagement and embedding change.
  • Experience managing project plans, dependencies, impact assessments, risks and benefits realisation.
  • Strong stakeholder management and influencing skills across senior leadership, operational teams and subject matter experts.
  • Excellent workshop facilitation, engagement and communication skills.
  • Strong analytical and problem-solving capability with a user-centred approach.
  • Experience using performance data, insight and feedback to drive decision making and continuous improvement.
  • Ability to manage competing priorities in a fast-paced and evolving environment.
  • A collaborative, delivery-focused mindset with a passion for improving employee and learner experiences.
