Great British Energy - Nuclear’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. In June 2025, Great British Energy - Nuclear announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs and in November 2025 the first build site was confirmed as Wylfa in Anglesey.

Job Profile
GBE-N is planning to establish a Development Company (DevCo) that will deliver a SMR Project worth in excess of £20Bn and working with a Technology Partner to deliver a First Of A Kind new nuclear power plant (NPP). The DevCo will in time transition to being the OpCo and Site Licence Company for the NPP. Until the DevCo is established the capability to manage and deliver SMR projects will be developed and delivered within GBE-N as an Integrated Project Team (IPT).
The Change Manager is a hands-on practitioner role supporting end-to-end change management at workstream and initiative level, helping to mobilise and deliver change across the SMR programme. Reporting into the Change Lead, the Change Manager is responsible for producing practical change plans and delivering day-to-day change activities for assigned initiatives, ensuring people are ready, equipped, and supported to adopt new processes, systems, and ways of working.

Working under the direction of the Change Lead, the role focuses on practical implementation and deployment planning, stakeholder coordination, targeted communications, readiness tracking, adoption support, and continuous improvement. The Change Manager will work closely with project managers, subject matter experts (SMEs), digital and capability leads, HR, safety and assurance stakeholders, and suppliers to help ensure cross-functional system and process rollouts are implemented smoothly, sustainably, and with appropriate controls where changes affect safety-critical ways of working.
The role requires someone who is organised, delivery-focused, and comfortable working in ambiguity, pace, and complexity. They will be expected to turn change requirements into clear, usable plans, materials, trackers and actions that help ensure the right people know what is changing, when it is changing, and what they need to do differently.
Responsibilities
Change Delivery & Execution
- Support and deliver end-to-end change management activities for assigned SMR initiatives, projects or workstreams, aligned to the SMR change management framework and standards.
- Produce and maintain practical implementation and deployment plans covering impact assessment, stakeholder engagement, communications, readiness, learning, adoption, sustainment and assurance.
- Apply structured change tools and templates to support the rollout of new processes, systems, organisational changes and ways of working across functions, including changes that affect safety-critical activities.
- Identify change impacts at role, team and organisational level, working with SMEs to assess readiness and define mitigations.
- Ensure deployment activity clearly identifies who is impacted, what they need to know, what action they need to take, and how readiness and adoption will be evidenced.
Stakeholder Engagement & Communications
- Build effective working relationships with project teams, IPT leadership, SMEs and supply chain partners to support practical change delivery.
- Deliver targeted communications and engagement activities that ensure impacted audiences understand the change, why it matters, when it applies, and what they need to do differently.
- Act as a trusted point of contact for change-related queries within assigned initiatives.
- Support leadership and line managers with practical change materials, including briefings, FAQs, talking points and key messages.
- Coordinate with functional leads and deployment owners to confirm communication routes, briefing requirements, and escalation points for system and process rollouts.
Adoption, Learning & Readiness
- Support the development and delivery of adoption strategies, learning approaches, training plans and briefing materials, working with SMEs and delivery teams to ensure impacted users are competent and confident to adopt the change.
- Monitor and assess adoption, readiness and engagement, feeding insights back into change plans.
- Track readiness and adoption evidence, including completion of required briefings, learning or deployment activities where applicable.
- Support onboarding and mobilisation activities from a change perspective, ensuring new starters and partner resources understand expected behaviours, processes and ways of working.

Feedback, Insights & Continuous Improvement
- Capture feedback from end users and stakeholders to understand change effectiveness and identify areas for improvement.
- Contribute to continuous improvement of change tools, templates and ways of working.
- Provide regular updates to the Change Lead on progress, risks, issues and successes.
Governance & Ways of Working
- Ensure change activities are delivered in line with agreed governance, standards and reporting requirements.
- Maintain clear documentation, plans and records to support transparency and assurance.
Knowledge, Skills and Experience required
- Proven hands-on experience supporting and delivering end-to-end change management within complex programmes or projects, from impact assessment and planning through to deployment, adoption and sustainment.
- Practical knowledge of change management approaches, tools, templates and best practice, with the ability to apply them in a delivery environment.
- Strong stakeholder coordination skills, with the ability to work effectively across functions with project, technical, operational, safety, assurance and supplier stakeholders.
- Excellent communication skills, with the ability to tailor messages for different audiences.
- Ability to assess and manage change impacts, risks, dependencies and readiness requirements, particularly for system and process rollouts across multiple impacted audiences.
- Experience developing practical implementation and deployment plans that define impacted groups, communications, briefings, learning needs, go-live readiness, adoption measures and post-deployment support.
- Experience supporting cross-functional system, process or procedure rollouts, ideally within regulated, safety-critical, infrastructure, government or major capital delivery environments.
- Strong organisational skills, with the ability to manage competing priorities at pace.
- Experience of working in regulated, infrastructure, government or major capital delivery environments is desirable.
Qualifications
- Demonstrable hands-on professional experience in change management, deployment, communications, engagement or learning/adoption activities.
- Degree in a related field
- Change Management certification (e.g., PROSCI, APMG)
