The Company

Our client is an international full-service commercial bank. They are seeking a Head of Compliance to oversee the Compliance and AML function for the London Branch.


The Responsibilities

  • Responsible for the policies and procedures forming the compliance framework within the Branch as proposed to the CCO.
  • Support business needs relating to UK and International regulatory requirements and provide input to business strategies to meet Branch objectives, this includes projects like CRD VI, MiFid, EMIR, etc.
  • Ensure the compliance framework is regularly reviewed and consistent with all applicable legal and regulatory requirements, this includes maintaining the Management Responsibility Map, Statement of Responsibilities, Fit & Proper assessments, appropriate risk assessments and Compliance monitoring plan.
  • Keep up to date with applicable legal and regulatory requirements and obligations and ensure these are communicated to the senior management team and impacted staff in a timely and effective manner.
  • Advise on regulatory requirements of any new business or new products.
  • Manage and provide advice on data protection (GDPR) and data retention.
  • Oversight of the ongoing compliance with SCV requirements.
  • Provide compliance, anti-money laundering, financial crime and conduct rules training to the Branch’s management, business heads and other staff, and induction training to new joiners.
  • Monitor the Branch’s regulated activities to identify situations in which the Branch has not acted in accordance with its regulatory responsibilities and escalate any issues to the ARCo, and if appropriate the regulators.
  • Monitor news of relevant enforcement actions by the UK or Chinese regulators and communicate these and any necessary actions to the senior management team as per HO requirements applicable to London Branch.
  • Promote a good compliance culture by engaging staff from all around the business.

  • Ensure responsibilities are carried out under FCA “Required Function” SMF 16/17 & Money Laundering Reporting Function, Compliance Oversight Function, as appropriate to the Branch.
  • Draft and revise policies and procedures.
  • Carry out necessary AML / ATF Training and Competence.
  • Supervise Compliance team relating to all Financial Crime monitoring and reporting.
  • Deal with law enforcement agencies on legal orders.

Experience Required

  • Financial services experience in commercial and/or Investment Banking.
  • SMF16 /17 ‘Approved Person’.
  • Senior level Compliance and AML experience.
  • Understanding of relevant PRA/FCA rules and Data Protection legislation.
  • Anti-Financial Crime legislations and JMLSG guidance.
  • PRA and FCA approach to supervision.
  • Understanding of how SOCA and other agencies operate.
